Who Owns O. Perry Walker High School?: A Case Study of Contested Ownership and Survival in the New Orleans Public Schools after Hurricane KatrinaSimons-Jones, David Hamilton 22 May 2006 (has links)
This ethnographic case study examines O. Perry Walker, a New Orleans high school the state of Louisiana had previously labeled "failing," during its closure from August 29, 2005 until December 14, 2005, due to the evacuation of New Orleans from Hurricane Katrina. This unprecedented evacuation of a major city closed the school, making its reopening the battleground for diverse actors seeking to shape the future of the school and the school system. This research includes interviews with the stakeholders who worked to control, reopen and reform this urban school: teachers, school administrators, elected officials, the California National Guard and staff with a private "turnaround" company, Alvarez and Marsal. It concerns the management of schools facing multiple disasters. The conversion of Walker from a traditional public school to a charter school provides insights into so-called urban school reforms, including ownership, privatization and control of public schools for numerous contentious stakeholders.

Faculty perceptions of presidential leadership in urban school reformMcClendon, Rodney Prescott 02 June 2009 (has links)
The study examined urban university faculty members’ perceptions of their
presidents’ leadership role in urban school reform. The population for this study
consisted of faculty members from five urban research universities. All of the
universities are members of the Great Cities’ Universities (GCU) coalition, an alliance of
19 public urban research universities that are collaborating to address educational
challenges in their communities. The study entailed a purposive sample with universities
chosen on the basis of their membership in the GCU. The subjects were 245 faculty
members from colleges of education and colleges of arts and sciences at the five urban
research universities.
All participants completed the Urban Faculty Questionnaire (UFQ), a
confidential, web-based questionnaire designed by the researcher. The questionnaire
consisted of five statements about general perceptions of urban school reform, 30
statements about perceptions of the university presidents’ leadership roles in the specific
institutions’ urban school reform initiatives, eight statements regarding personal
characteristics and a section for optional additional comments. The statements corresponded to seven internal scales of analysis. The seven scales were (a) Perceptions
of Urban School Reform, (b) University Structure and Culture, (c) Presidential
Awareness, (d) Internal Relationships, (e) External Relationships, (f) Resources and
Support and (g) Accountability and Recognition.
The data show faculty believe urban schools need reform. Faculty also believe
universities located in urban communities should be involved actively in urban school
reform. Faculty generally do not take personal responsibility, however, for urban school
reform initiatives at their universities. Faculty seem more aware of their presidents’
external relationships than their internal relationships in urban school reform. Faculty
tend to agree that their presidents build strong relationships with the local business
community and with the local political community; however, they tend only somewhat
to agree that their presidents build strong relationships with local public school
representatives and local families and citizens. The study also reveals that no statistically
significant difference exists in faculty perceptions of their presidents’ leadership in urban
school reform by the faculty members’ academic college, academic rank, years of
service at their current institutions, highest academic degree earned, gender and
ethnicity.

Recruiting African American Male Teachers in K-12 Schools: A Case Study in One Urban School DistrictWatson, Jesse 2011 December 1900 (has links)
A case study of the experiences of six African American male teachers in a southern K-12 school district is presented in this study. The purpose of this study was: 1) to hear the voices of African American male teachers in a selected urban school district; 2) to identify the factors that contribute to their job acceptance decisions; 3) to gain an in-depth understanding of why teachers chose teaching as a profession; 4) to determine and understand the nature of the professional lives of these teachers; and finally, 5) to advance our existing knowledge base in attracting African American males to our nation's classrooms. The data collection process consisted of one-on-one, open-ended interview questions with six highly qualified African American male public school teachers in a K-12 school district in the Southern region of the United States.
The key themes which emerged through data analysis include: (1) nobility associated with the teaching profession; (2) compassion associated with the teaching profession; (3) stability associated with the teaching profession; (4) family and community influences; (5) life experiences and (6) I was not recruited: I chose this district. Ethic of Care and Critical Race theoretical frameworks were the foundation for the study.

The financial accountability of school governing bodiesMbatsane, Pinkie Norah 31 July 2007 (has links)
The need to transform education from its apartheid past resulted in the introduction of school governing bodies (SGBs). SGBs are democratic structures that allow for stakeholder participation in school matters in line with the demands of the Constitution of the Republic of South Africa. Section 21 of the South African Schools Act (SASA) (84 of 1996) stipulates specific functions for SGBs. These functions are allocated only on the basis of significant growth in the performance of an SGB. SGBs must apply to be allocated these functions, after satisfying themselves first that they can self–manage their school, and after the MEC has certified the said performance. Schools in the Mpumalanga province were all allocated these functions simultaneously without applying for them. One of the functions that SGBs perform is the establishment and administration of school funds. Because schools are state institutions, SGBs are expected by law to be accountable for the funds they manage. They must account to all stakeholders who contribute to the school fund. To be able to administer the funds, as well as to give proper accountability thereof, SGBs need to have particular financial management and accounting skills. The aim of this study was to investigate the extent to which SGBs are able to account to stakeholders for the school funds they manage. The study further investigated whether the kind of accountability given to parents and the state is “hard” or “soft”. A case study involving three schools: a rural school, a semi-urban school and an urban school, was conducted. SGB members of these schools and officials from the department of education were interviewed for information and also to solicit their opinion on current financial accountability processes. An analysis of official SGB documents was also conducted to strengthen the information gathered through interviews. It has emerged from the findings of the study that some SGBs in Mpumalanga are still experiencing difficulties in following the correct procedures in giving a financial account to parents and the state. Using Ecological Lens to Explore a One-to-one Laptop Program Integration in Classrooms with English Language Learners in an Urban Middle SchoolTurgut, Guliz January 2012 (has links)
Thesis advisor: Lillie Richardson Albert / Currently, one of the most popular technology initiatives used in schools to prepare information- and technology-literate students is one-to-one laptop programs. However, limited research studies have investigated factors involved in laptop programs' integration process in schools from various participant perspectives by specifically focusing on ELL students and their needs. Through an ecological lens, this study investigated a one-to-one laptop program integrated into ESL classrooms in an urban middle school, which sustained the program for 6 years. The study included multiple perspectives of various school community members to capture an accurate account of factors necessary for the program's implementation and continuation. This study used a qualitative, single-case research design with exploratory purposes to investigate the multi-level nature of a one-to-one laptop program. Ecology was used as a lens to interpret data and show the relations between living (biotic) and nonliving (abiotic) factors in the program. In-depth data was collected through interviews, classroom observations, field notes, and archives. Collected data were analyzed through constructivist grounded theory using open, axial, and selective coding. The study demonstrated that multiple factors interact with each other and impact the laptop initiative in ESL classrooms. These factors and their interaction were visually represented as a conceptual model. Factors identified in findings were discussed under three main themes: financial, technical and leadership factors. Findings related to financial factors indicated that technical issues increased over the years due to the financial problems, which influenced the instructional use of laptops unfavorably and amplified doubts about the future of the program. Results related to leadership highlighted the importance of having multiple leaderships and allowing the participation of various school members in the decision making process. Results also showed that the federal mandates on achievement influenced the laptop program by changing the vision of the school from teaching with technology to improving instruction and achievement scores on standardized tests. Finally, findings emphasized the importance of including ESL leadership in the laptop program from the very beginning to adjust it to the needs of ESL students. Central Office Leaders' Role in Supporting Principals' Instructional Expectations in a Turnaround DistrictGilligan, Gregg T. January 2018 (has links)
Thesis advisor: Martin Scanlan / This qualitative case study explored the role of central office leaders as they supported principals’ development of high instructional expectations in the Lawrence Public Schools. One of the key strategies of central office transformation is the creation of assistance relationships with principals, which serves as the conceptual framework for this study. Data were gathered from interviews with central office leaders and principals as well as a document review. The results of the study found that central office leaders employed high quality practices that strengthened principals’ instructional leadership capacity and raised instructional expectations within schools and of teachers. Principals reported that having central office support through systems and structures, curriculum, culture and working conditions created heightened instructional expectations and contributed to their growth as instructional leaders. The central office leaders and principals reported the strong culture of assistance relationships contributed to increased expectations and improved student outcomes. Recommendations include continual examination of assistance relationships among central office leaders in support of principals in the context of a turnaround district. Future researchers may continue to contribute to the growing body of literature by examining these findings and offering a longitudinal view of this practice. Schoolisizing our Schoolyards: from a space to our placeKyriakou, Aristea January 2014 (has links)
This study has been conducted in the context of the master program in Outdoor Environmental Education and Outdoor Life, of Linköping University. It aspires to investigate a specific part of outdoor environments: the schoolyards. Particularly, the aim of the study is to investigate how the use of the school grounds as an educational resource is influenced by their environments -rural or urban. The research compares the school communities’ (principals’, teachers’ and students’) perceptions about the use of their school grounds during the educational process. The research sample consists of 10 Swedish elementary schools, from which the five are in rural and five are in urban environments. The participants are in total 10 principals, 51 teachers and 295 students. Alongside, an observation recorded in a list and photographs enhance the comparison between the rural and urban schools’ infrastructures. From the 1268 photos taken, a selection is included in the study and constitutes the observation part. The study negotiates four controversial issues about school grounds’ capacities: space or place; good or bad; rural or urban; grounds of a school or grounds of a curriculum. The results, after all, reject the contradictions and the sections become respectively: a place for all seasons; neither good nor bad, just unique! ; Ideality stands for ideas; grounds for cooperation. It also becomes visible that even though the analysis of the responses confirms that the urban teachers hold the stereotypical idea that there are differences between rural and urban environments; the infrastructures of both environments do not appear different. However, the teachers’ different opinions and beliefs have a significant impact on the students’ responses. Specifically, significant differences are reported by students which align with the teachers’ differences. The rural and urban principals do not report significant differences, and in the great majority their opinions also align with their teachers’ opinions. Finally, a model which is unfolded through this study has central role, namely the schoolyard circle. This model aims to facilitate a process that I introduce as schoolisization, in which school grounds are used to extend the stereotypical learning environment by adapting the curriculum to a school’s needs. Consequently, the schoolyards’ transformation from a space to our place can be finally proved an outdoor education approach that “bridges contradictions” and promises better educational results.
