Constitutional problems of regional organization.

Among the several reasons, which may necessitate the writing of an introduction, we feel that particularly three of them are of outstanding importance for us. Introduction may serve as a medium where the author can excuse himself for the failures of its study and may solicit for the indulgence of the reader on the basis that many of them were not unknown to him. It is also a good medium to offer guidance to the reader concerning the arrangement and material of the foregoing text, and to advise him in advance what he will find there.
