A cidade é, tradicionalmente, o recorte espacial em que as tecnologias e as redes de informação apresentam-se de maneira mais efetiva e no qual produzem maior impacto. No presente trabalho, analisamos a apropriação das Tecnologias de Informação e Comunicação (TICs) no município de Porto Alegre por parte da prefeitura municipal e de grupos (ciber) ativistas. A partir da análise enfocada nestes dois atores, procuramos compreender como se caracteriza a “cidade digital” de Porto Alegre, entendendo a noção de “cidade digital” (ou “cibercidade”) a partir da inserção crescente das novas tecnologias dentro do espaço urbano. Ao mesmo tempo, o trabalho busca entender como as redes informacionais, sobretudo a Internet, vêm transformando o espaço geográfico. Assim, busca-se partir de um quadro teórico no qual são discutidos temas de relevância para a compreensão da pesquisa, como a relação entre redes e técnica; as transformações no espaço urbano decorrentes das TICs; a Internet e sua apropriação por Estado e sociedade; e a exclusão digital. A seguir, desenvolvemos um capítulo que realiza uma ligação entre o quadro teórico e o estudo de caso, no qual são apresentados e analisados dados e experiências em diferentes escalas. Entre estes temas, apresenta-se um panorama sobre as TICs no Brasil, assim como são analisados portais na Internet e políticas públicas de inclusão digital de diversos municípios. Também exploramos o ciberativismo em escala nacional e internacional, assim como diferentes experiências de “cidades digitais”. Por fim, chegamos à análise do caso da “cidade digital” de Porto Alegre. Primeiramente, o foco é a atuação da Prefeitura, a partir do seu portal na Internet e das políticas públicas de inclusão digital. Logo após, são estudados dois grupos (ciber) ativistas que têm suas ações enfocadas em temas urbanos. Com base nisso, pôde-se compreender a “cidade digital” de Porto Alegre a partir da ação destes atores. / The city is traditionally the area which technology and information networks present more effectiveness and which produce the greatest impact. In this study we analyze the appropriation of Information and Communication Technologies (ICTs) in Porto Alegre by the municipal government and (cyber) activists groups. From the analysis focused on these actors, we understand how it characterizes the "digital city" of Porto Alegre, understanding the concept of "digital city" (or "cybercity") by the increasing integration of new technologies within the urban space. At the same time, the work seeks to understand how information networks, especially Internet, are transforming the geographic space. Thus, it is intended as a theoretical perspective in which they discussed significant issues to the understanding of the research, as the relationship between networks and technical; transformations in urban space by ICT; Internet and its appropriation by the state and society; and the digital divide. Next, we develop a chapter that makes a connection between the theoretical and case study, in which are presented and analyzed data and experiences on different scales. Among these themes, it presents an overview of ICT in Brazil, as well as Internet portals and public policies for digital inclusion of several municipalities are analyzed. We also explore the cyber-activism at the national and international scale, as well as different experiences of "digital cities". Finally, we consider the case of "digital city" of Porto Alegre. First, the focus is the performance of municipal government, from its website and public policies for digital inclusion. After, we study two groups (cyber) activists that their actions have focused on urban issues. On this basis, we could understand the "digital city" in Porto Alegre from the action of these actors.
