The study aims to explore how authorities describes problematic absenteeism in documents that provides guidelines for how actors can work with the problem. The empirics were collected through a qualitative textanalasys on reports about problematic absenteeism from Skolverket, SKL and Skolinspektionen. The major questions of this study were answered by the collected material. The material was examined from a hermeuetic interpetation method with a holistic approach, and then further analyzed from Bronfenbrenners ecological systemstheorys point of view in order to reach further interpretations of the processed information. The authorities included in the study has different areas of responsibillities in society, and they work with different approaches of the problem, which results in different ways of expressing and defining the problem. The result of the study shows how the authorities defines problematic absenteeism in different ways, and how they recomend working with it. The result aslo shows that the autorities express a will for the social actors and schools to collaborate, and how a collaboration could be affective.
