2009_ReginadaCunhaRocha.pdf: 1530377 bytes, checksum: eb88b6f673e482acc2f8b249fc9be6df (MD5) / Esta tese tem por objetivo examinar o papel do Parlamento na discussão e formulação da política exterior no período que compreende os primeiros trinta anos da República no Brasil (1889-1930). Para isso, destaca as discussões dos congressistas brasileiros sobre política externa no período, evidenciando a existência de um pensamento político sobre questões da agenda internacional do país. Se, por um lado, o resultado desse processo intelectual e político estava de acordo a política internacional implementada pelo Executivo, por outro, o poder Executivo harmonizava-se com os interesses agroexportadores das elites representados no Parlamento. O cerne do estudo, não é, assim, nem o Executivo, nem a opinião pública, nem os partidos políticos, nem os tratados internacionais, nem os grupos de interesse tomados em particular. São todos esses elementos em interação dentro do Parlamento, identificados nos discursos parlamentares, nas atas das sessões das Comissões de Relações Exteriores, nos pronunciamentos, depoimentos da época, e arquivos do Congresso, no que diz respeito à política externa. Nesse sentido, são analisadas as discussões parlamentares em relação aos grandes temas de política exterior nos primeiros trinta anos da República, destacando o papel do Parlamento como importante foro de debates sobre o assunto. _____________________________________________________________________________ ABSTRACT / The main purpose of this doctoral thesis is to examine the role of the Brazilian Parliament in the discussion and making of the foreign policy in the first thirty years of the Brazilian Republic (1889-1930). In order to do so, this work highlights the discussions of Brazilian congressmen about the foreign policy in this period showing the existence of a political thought on the international agenda. On one hand, the result of this intellectual and political process is in accordance with the foreign policy established by the Executive. On the other hand, the Executive walks hand in hand with the interests of the elite of the agribusiness exporters represented in the Parliament. This study does not focus on the Executive alone, neither on the public opinion, political parties, international treaties or groups individually, but on all these elements interacting with each other in the Parliament. Each of them is identified in speeches, minutes of the sessions of the Foreign Affairs Commission, declarations, testimonials and Congress files related to the foreign policy. In this sense, the parliamentary discussions are analyzed according to the main subjects of the foreign policy in the first thirty years of the Republic, emphasizing the role of the Parliament as an important discussion forum.
