This study examines the sociology of New Labour's political discourse on modernisation within the specific context of public procurement and its impact on the transformation of local government through technology adoption. Following the election of New Labour in 1997, the UK government engaged with a programme of radical change in the public sector, where 'modernisation' became the label for a number of reform programmes, announcing a new era for public services.
