The work establishes the historical political, social, and physical context in which that redevelopment takes place. The study uses that historical context and the current realities as the basis for the evaluation of the programs, processes, and products of that redevelopment. The purpose is to measure the responsiveness of the entire process to the historical context and to long and short term needs of the tenant population. / by David Thomas Powers. / M.Arch.
