La investigación tiene como objetivo identificar los factores que dificultan
la implementación de la Política y Estrategia Nacional de Recursos Hídricos
sobre la gestión de la cultura del agua de los agricultores del Valle del Santa,
durante los años 2015–2016, mediante el análisis de su ejecución, así como las
acciones de capacitación, con la finalidad de proponer acciones para su
cumplimiento. Para este estudio se utilizaron diferentes técnicas que facilitaron
la recopilación de la información y se analizaron los resultados. La
investigación permitió analizar la ejecución de la Política y Estrategia Nacional
de Recursos Hídricos, conocer las acciones de capacitación, sensibilización,
asistencia técnica y relacionamiento de los actores clave de este valle con los
representantes de la Autoridad Nacional del Agua durante la implementación de
la política y, analizar la opinión de los actores clave del Valle del Santa, sobre la
gestión de cultura del agua.
La información permitió poner en evidencia que existe un bajo alineamiento
entre la implementación y la política, debido a la poca planificación y
orientación al objetivo en el cumplimiento de la misma por parte del personal
de la Autoridad Local del Agua, así como al bajo compromiso de parte de la
junta de usuarios para aplicar lo transmitido en las capacitaciones.
Desde el campo de la gerencia social que estudia las políticas, programas
y proyectos sociales, se tomó en consideración la necesidad de conocer por qué
no se logran los resultados desde las políticas que impactan en el desarrollo
humano y sostenible de las familias usuarias del agua.
Las propuestas formuladas giran alrededor de mejorar la
planificación, formalizándola en los documentos de gestión e incorporando a
las juntas de usuarios desde el diseño de las acciones en las que participan. / The objective of the research is to identify the factors that hinder the
implementation of the National Water Resources Policy and Strategy on the
management of water culture of the farmers of Valle del Santa, during the years
2015 - 2016, by analyzing their execution, as well as the training actions, with the
purpose of proposing actions forits fulfillment. . For this study, different techniques
were used that facilitated the collection of information and analyzed the results.
The research made it possible to analyze the implementation of the National Water
Resource Policy and Satrtegy, learn about the training, awareness, technical
assistance and relationship activities of the key stakeholders in this valley with the
representatives of the National Water Authority during the implementation of the
policy, and, analyze the opinion of the key stakeholders of the Valle del Santa, on
the management of water culture.
The information made it possible to show that there is a low level of alignment
between the implementation and the policy, due to the poor planning and
orientation towards the objective in the fulfillment of the same by the staff of the
Local Water Authority, as well as the low commitment of part of the user board to
apply what is transmitted in the trainings.
From the field of social management that studies the policies, programs and social
projects, the need to know why the results are achieved from the policies that affect
the human and sustainable development of the families that use water was taken
into consideration.
The proposals made revolve around improving planning, formalizing it in
management documents and incorporating user boards from the design of the
actions in which they participate.
