Para resguardar o agricultor de possíveis perdas em sua lavoura, surgiu o seguro agrícola. Considerando a importância da agricultura familiar no Brasil e a necessidade de resguardar a produção, foi criado o Seguro da Agricultura Familiar. A presente dissertação tem como objetivo analisar a história, a implantação e os desafios do Seguro da Agricultura Familiar (SEAF), em geral, e mais especificamente no município de Francisco Beltrão, Estado do Paraná. Este trabalho vai lidar com questões da normatização do SEAF, sua relação com o Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF) e a importância do SEAF para os agricultores familiares do município Francisco Beltrão (PR). A pesquisa procurou também identificar a opinião dos agricultores sobre o SEAF, o nível de satisfação dos mesmos, principais problemas, vantagens e propostas de melhoria. O estudo concluiu que os agricultores familiares de Francisco Beltrão (PR) conhecem o SEAF, se sentem beneficiados e protegidos por esse seguro. O SEAF tem boa aceitação e os agricultores familiares do município reconhecem as suas vantagens. No entanto, os agricultores reivindicam que o SEAF seja um seguro de renda e esteja desatrelado do financiamento, reivindicando que o SEAF seja mais acessível, com regras mais simples de serem entendidas, mais divulgado, monitorado e assistido. ______________________________________________________________________________________ ABSTRACT / Agricultural activity faces several risks: adverse selection, asymmetric information, climate issues (subjected to weather elements from nature such as rain, drought, frost, temperature variations, pests, diseases, among others problems). In order to prevent the family farmers from possible losses in crops, there were created different kinds of insurance. Considering the importance of family farming in Brazil and the need to protect the crops, it has been created the Family Farming Insurance (SEAF). The present dissertation analyzes the history, implementation and challenges in the Family Farming Insurance (SEAF), in general, and more specifically in Francisco Beltrão, city located in the State of Parana. This work deals with the issues of standardization of SEAF, its relation to the National Program for Strengthening the Family Farming (PRONAF) and its importance for family farmers in Francisco Beltrão (PR). The study also sought to identify farmer’s point of view on SEAF, their satisfaction level, the main issues, advantages and proposals for improving the program. The study concluded that family farmers felt more protected and gained benefit from it. From this study, we can infer that the SEAF is well accepted in Francisco Beltrão and that family farmers in the municipality recognize its advantages. On the other hand, farmers interviewed claimed that SEAF should income insurance ad disconnected from bank funding, requesting that SEAF shall be more accessible, having simpler rules. It also should have more publicity, regularly monitored and assisted.
