Regiões Administrativas do Distrito Federal, de 1960 a 2011, buscando compreender
em que aspecto a estrutura física e as concepções do Plano Piloto de Lucio Costa
influenciaram e contribuíram para construção de seus núcleos urbanos. Para o procedimento de análise utiliza-se de extenso levantamento bibliográfico, cartográfico
e fotográfico; e de documentos técnicos como os Dossiês de Registro Cartorial dos
Projetos Urbanísticos, Memoriais Descritivos (MDEs), Normas de Uso e Gabarito (NGBs), Plantas Registradas (PRs), Planos Diretores, mapas do SICAD e do SITURB. Ao longo do trabalho, foram realizadas pesquisas junto ao acervo arquivístico dos orgãos do GDF, do CREA-DF, do CONFEA, e das trinta Regiões Administrativas do Distrito Federal. Assim, as Regiões Administrativas são apresentadas em ordem cronológica, a partir da data da respectiva criação, e analisadas conforme suas características físico-territoriais, populacionais, político-institucionais, socioculturais, econômicas e urbanísticas. Por fim, a pesquisa busca identificar, em cada uma das trinta Regiões Administrativas, as similitudes e diferenças entre as configurações urbanas investigadas, com base em categorias analíticas, e apontar condições para a construção de uma base de informações capaz de explicitar as manifestações dos espaços encontrados nas Regiões Administrativas. As informações e a análise comparativa das RAs com o Plano Piloto mostraram que, o processo peculiar de
implantação do DF produziu nas RAs uma estreita dependência em relação ao Plano
Piloto, resultando num quadro urbano negativo historicamente comprometido. ______________________________________________________________________________ ABSTRACT / The following thesis analyses the administrative and historical project for the creation of the administrative regions of the Federal District from 1960 to 2011. It looks forward to comprehend in which aspects do the physical structure and ideals from Lucio Costa's Pilot Plan influenced the construction of its urban cores. For the procedure of analysis, an extended bibliographic, cartographic and photographic survey is used. It also relies on technical documents such as dossiers of registry in the Brazilian notary public services, descriptive memorial, usage standards and templates, registered plants, directive planes, SICAD and SITURB maps for the urbanite projects. Throughout the
analysis, researches have been made at the GDF's archive collection, CREA and
CONFEA about the thirty administrative regions of the Federal District. This way, the administrative regions are presented in chronological order, from the date of their
creation, and analyzed accordingly to their physical, territorial, demographical, political, institutional, social, cultural, economical and urbanite characteristics. Finally, the thesis' objective is to identify, in each of the thirty administrative regions, the similarities and
differences between the urban configurations investigated, based in analytical
categories and point out conditions for the construction of a database capable to
explicit the manifestations of the surroundings on the administrative regions.
The comparative information and analysis of the Administrative Regions and the Pilot
Plan show that the peculiar process of the Federal District's instauration created a
dependency towards the Pilot Plan, which historically results in a dangerous negative
urban view. ______________________________________________________________________________ RÉSUMÉ / L'étude en question présente le procès administratif et historique, de création des
Régions Administratives du District Féderal, de 1960 à 2011. Il cherche à comprendre
en quel aspect la structure physique et les conceptions du Plan Pilote de Lucio Costa
ont influencé et contribué à la construction des noyaux urbanistiques. La procédure
analytique s'utilise d'un vaste relevé bibliographique, cartographique et photographique et notemment des documents techniques ainsi comme les dossiers de registre en office de notes des projets urbanistiques, des memorials descriptifs, des normes d'usage et de gabarit, des projets enregistrés, des cartes du SICAD et du SITURB. Tout au long du travail, des recherches ont été menées auprès du patrimoine archiviste de différents organismes du GDF, du CREA-DF, du CONFEA et des trente Régions Administratives du District Féderal. Ici, elles sont présentées en ordre chronologique, selon leur date de création respective et analysées selon leurs caractéristiques physiques, territorielles, démographiques, politiques, institutionelles, socio-culturelles,
économiques et urbanistiques. Enfin, la recherche a pour objectif identifier, dans
chacune des trente régions administratives, les ressemblances et différences entre les
configurations urbaines recherchées, en ayant pour base les catégories analytiques, et pointer les conditions pour la construction d'une base de données capable d'expliciter les manifestations des espaces rencontrés dans les Régions Administratives. Les informations et l'analyse comparative des Régions Administratives et le Plan Pilote
montrent que le processus particulier de l'instauration du District Fédéral a produit sur les RAs une certaine dépendance avec le Plan Pilote, ce qui engendre un cadre
négatif historiquement en risque.
