Sustenta-se a hipótese de que ele perseguiu relações de proximidade com esse país dentro do subsistema sul-americano, ao passo que conduziu relações de afastamento com ele no sistema internacional como um todo. No primeiro capítulo, este trabalho destaca dois importantes aspectos da cena internacional do século XIX, ou seja, o chamado sistema de Viena e o fenômeno do imperialismo. Ademais, alguns conceitos teóricos das relações internacionais são apresentados. No capítulo seguinte, esta dissertação analisa a formação da balança de poder sul-americana ao longo do século XIX. O terceiro capítulo discute os dois principais tipos de problemas que o Barão do Rio Branco enfrentou entre 1902 e 1912, período durante o qual chefiou o Ministério das Relações Exteriores do Brasil. Por um lado, ele deparou-se com tensões crescentes no subcontinente sul-americano; por outro, ele teve de estar atento ao ameaçador imperialismo europeu. Nos dois últimos capítulos, esta dissertação tenta evidenciar as duas partes da hipótese com base em uma análise estrutural do processo histórico, em fundamentos teóricos e também em sólidas fontes documentais. Finalmente, este trabalho traça algumas conclusões que resumem o texto inteiro. _______________________________________________________________________________ ABSTRACT / This dissertation intends to analyze the Barão do Rio Branco‟s foreign policy with respect to the Argentina. It is held the hypothesis that he sought for relations of proximity with this country within the South American subsystem, whereas he led relations of detachment with it in the international system as a whole. In the first chapter, this piece of work sheds light on two important aspects of the international scene of the 19th century, that is, the so-called Vienna System and the phenomenon of the imperialism. Besides, some theoretical concepts of the international relations are presented. In the next chapter, this dissertation analyzes the formation of the South American balance of power throughout the 19th century. The third chapter discusses the two main types of problems that the Barão do Rio Branco dealt with from 1902 to 1912, period during which he headed the Brazilian Ministry of External Relations. On the one hand, he faced growing tensions in the South American subcontinent; on the other hand, he had to be aware of the threatening european imperialism. In the last two chapters, this dissertation tries to evidence the two parts of the hypothesis based on an structural analysis of the historical process, on the theoretical grounds as well as on solid documentary sources. Finally, this piece of work draws some conclusions that summarize the whole text.
