nÃo hà / O objetivo principal deste trabalho à investigar os determinantes para o cometimento de atos de improbidades administrativas, bem como a persistÃncia temporal desses atos, nos municÃpios do estado do CearÃ. Aliada à carÃncia de estudos na literatura, a relevÃncia desta investigaÃÃo se apÃia nos elevados Ãndices de improbidades observadas nos municÃpios nas diversas Ãreas da gestÃo pÃblica, chegando atingir cerca de 40%, segundo dados oficiais extraÃdos do Tribunal de Contas dos MunicÃpios do Estado do CearÃ. Com base em modelos de escolha discreta, buscou-se mapear perfis desses municÃpios, a partir de testes com vÃrias
variÃveis identificadas pelo tamanho econÃmico, tamanho fiscal e nÃvel de endividamento, que por meio de seus agentes pÃblicos cometem atos Ãmprobos. A pesquisa resultou na
comprovaÃÃo da persistÃncia de improbidades no perÃodo estudado, de 2002 a 2004. Contudo, nÃo foi possÃvel detectar caracterÃsticas comuns entre esses municÃpios para todo o perÃodo, o que mostra que essas irregularidades sÃo cometidas por municÃpios com caracterÃsticas heterogÃneas, independente de padrÃes especÃficos. Buscou-se igualmente destacar o relevante papel da gestÃo pÃblica no combate à corrupÃÃo, na prÃtica de uma burocracia equilibrada entre legalidade e eficiÃncia e na qualidade polÃtico-institucional. / Investigating the determinants for the occurrence of administrative improbity acts, as well as the persistency of such acts in the municipalities of the State of CearÃ, is the main focus of this investigation. Besides the scarcity of studies in the literature, the relevance of this
investigation is supported by the high improbity proportion testified in the municipalities among the diverse sectors of the public administration which account for over 40%,
according to official data from State Bureau for Municipality Accounting (TCM-CE) in the period 2002-2004. Based upon discrete choice models, a profile of the municipalities was done from testing several variables identified by economic size, fiscal account size and
public debt, which might conduct to irregular acts by the public administrators. The results led to the conclusion that there is indeed evidence for persistency of dishonesty acts in the municipalitiesâ accountings in the period of analysis. Yet, it was not possible to identify common pattern of improbity acts among the municipalities for the entire period, although they do occur randomly, regardless of specific features. Also, the research sought to highlight
the important role of public administration in fighting against corruption, in practicing a bureaucracy balanced between legality and efficiency, and providing solid political institutions.
