Previous issue date: 2014-10-21 / Este trabalho investiga se a Emenda Parlamentar Individual (EPI) é uma ferramenta política eficaz para manutenção e/ou conquista de novos redutos eleitorais. Nesse sentido elaboramos e analisamos um Banco de Dados com as Emendas aprovadas pelos Deputados Federais da 52ª Legislatura (2003 – 2007); seu desempenho eleitoral nos Municípios para onde destinou Emendas. O trabalho está dividido em quatro capítulos. No primeiro apresentamos o Desenho da Pesquisa, Problema, Hipóteses e Objetivos. No segundo apresentamos as teorias capazes de explicar a relação Executivo x Legislativo. No terceiro desenvolvemos a discussão sobre a complexidade desta relação, no interior da arena decisória. No quarto discutimos a Metodologia utilizada para formatar o Banco de Dados a partir dos bancos primários de Emendas Parlamentares Individuais do Congresso Nacional, Resultados Eleitorais do (TSE) e dos Municípios Brasileiros do Instituto Brasileiro de Geografia e Estatistica (IBGE). Os dados foram analisados aplicando métodos estatísticos descritivos e inferenciais, em especial, o Coeficiente de Correlação de Pearson (r) para medir a força da relação entre as variáveis Saldo Total de Emendas e Resultado Eleitoral obtido pelo Deputado, no Município para o qual aprovou emendas. No último capítulo analisamos os dados obtidos e apresentamos as conclusões procurando responder nossa Pergunta de Pesquisa. Verificamos que não há um padrão nacional para o comportamento da Correlação entre Emenda Individual e Voto recebido por Estados da Federação, no entanto, os resultados demonstraram que em 80% das Unidades da Federação a Correlação variou de Moderada a Forte que nos leva a inferir que a Emenda Individual se não é capaz por si só de explicar o fenômeno estudado não se pode deixar de reconhecer que ela gera um impacto político importante no resultado eleitoral do Deputado no Município para o qual destinou Emenda. / This paper investigates the Single Parliamentary Amendment (EPI) is an effective policy tool for maintaining and / or gaining new bailiwicks. Accordingly prepared and analyzed a database with Amendments approved by the Federal Representatives of the 52nd Legislature (2003-2007); its electoral performance in the municipalities where allocated Amendments. The work is divided into five chapters. At first we present the research design, Problem, Hypothesis and Objectives. The second presents the theories can explain the Legislative Executive x relationship. The third developed a discussion about the complexity of this relationship within the decision-making arena. In the fourth we discuss the methodology used to format the database from the primary banks Individual Parliamentary Amendments of the TSE Congress, Election Results and the IBGE Brazilian Municipalities. Data were analyzed by applying descriptive and inferential statistical methods, in particular, the Pearson correlation coefficient (r) to measure the strength of the relationship between the variables Total Balance Amendments and Electoral Results obtained by Mr, in the municipality for which approved amendments. In the last chapter, we analyze the data and present the findings trying to answer our Question Research. We found that there is no national standard for the behavior of the Correlation between Individual Amendment and Votes received by States of the Federation, however, the results showed that in 80 % of the Federative Units Correlation ranged from Moderate to Strong that leads us to infer Individual Amendment is that it is not able by itself to explain the phenomenon studied can not fail to recognize that it generates a significant political impact on the election result Mr. Municipality for which earmarked Amendment.
