Previous issue date: 2011-04-27 / Social control and the participation of organized civil society strengthened in Brazil
after the democratization process of the 1980s. With the institutionalization of
mechanisms for public participation in policy making and administration in the
Constitution of 1988, and the regulation of laws 8080/90 and 8142/90: councils and
conferences came to be the main spaces for mobilization of civil society to control
and monitor government health care actions. To reinforce these spaces of
democratic participation it is highly important to give continuity to the struggle initiated
by the Movement for Healthcare Reform, which sought universal and egalitarian
healthcare, with a State that truly meets its responsibility to provide quality healthcare
to its citizens. This work focuses on the Municipal Healthcare Council of Pelotas, and
specifically on the council members who represent users. It analyzed how their
participation took place at plenary sessions, and sought to identify which council
members represent users of the UBS, and the participation of users on the councils
and determine if there is articulation and communication between representatives
and those they represent. The study concluded that there is a significant presence of
user representatives on the Council, but this presence does not indicate participation
because only a minority of the representatives speak at the meetings. The study
indicated that there are no representatives of users of the UBS on the council. In
terms of articulation and communication between the representatives and those they
represent, the study concluded that this interaction is fragmented and there is no
articulation of positions. This is because the council members are not able to meet
with their entities to discuss the issues before the Council. The analyses show that
this lack of articulation and communication is also a determining factor in the lack of
compliance and respect by the part of administrators for the issues that the Council
deliberates. This leads to a lack of trust in the Council by users and council
members. It can be asked if the Municipal Healthcare Council of Pelotas is truly
meeting its function of being a decision making body that oversees municipal
healthcare policy. The study showed that continuous training is necessary, because
researchers unanimously recognize that there are difficulties in understanding the
technical terms used in the projects presented. Concerning the representation that is
being exercised by the council members who represent users, a practice of
representative democracy is found, in which a representative is elected, which does
not mean that this representative will respond to the needs and desires of those he or
she represents. With all the difficulties confronted by the Municipal Healthcare
Council of Pelotas, it continues to be a space for social mobilization, with the goal
that every citizen exercises his or her citizenship and thus realize social control in
municipal healthcare policy / A partir do processo de democratização na década de 1980, o Controle Social e a
participação da sociedade civil organizada começaram a tomar vulto no Brasil. Com
a institucionalização dos mecanismos de participação nas políticas públicas na
Constituição de 1988 e a normatização das leis 8080/90 e 8142/90: os Conselhos e
as Conferências passam a ser os principais espaços de mobilização da sociedade
civil para controlar e fiscalizar as ações do governo na política de saúde. Reforçar
esses espaços de participação democrática é de total relevância para dar
continuidade à luta iniciada pelo Movimento da Reforma Sanitária, que preconiza
uma saúde universal e igualitária, com um Estado que realmente cumpra o dever de
prover uma saúde de qualidade aos seus cidadãos. Este trabalho enfoca o Conselho
Municipal de Saúde de Pelotas, mais precisamente os conselheiros representantes
dos segmentos dos usuários, buscou analisar como acontece a participação dos
mesmos nas plenárias, procurou identificar entre os conselheiros quem representa
os usuários das UBS, assim como analisar a participação dos usuários nas mesmas
e verificar se há uma articulação/comunicação entre representantes e
representados. A pesquisa concluiu que existe uma presença significativa dos
representantes dos usuários no Conselho, mas presença não significa participação,
pois é, uma minoria que se manifesta nas plenárias. A pesquisa apontou que não
há representantes dos usuários das UBS no Conselho. Quanto à
articulação/comunicação dos representantes e representados, o estudo chegou a
conclusão de que a comunicação com as entidades é fragmentada, e a articulação
dos representantes com seus representados é inexistente. Isso porque os
conselheiros não conseguem reunir-se com suas entidades para tratar assuntos do
Conselho. As análises mostraram que essa falta de articulação/comunicação
também tem como fator determinante o descumprimento e o desrespeito por parte
do gestor das questões deliberadas no Conselho, o que faz com que os usuários e
os próprios conselheiros fique descrente, e há se perguntarem se de fato o Conselho
Municipal de Saúde de Pelotas está cumprindo a função de ter caráter deliberativo,
fiscalizador da política de saúde no município. A pesquisa mostrou que se faz
necessária uma capacitação continua, pois, os pesquisados foram unânimes em
reconhecer que tem dificuldades de entendimento no que tange aos termos técnicos
utilizados nos projetos apresentados. Quanto à representatividade que está sendo
exercida pelos conselheiros representantes dos usuários, mostra a prática da
democracia representativa, na qual se elege um representante, no caso do conselho
se indica, mas isso não significa que esse representante irá responder as
necessidades e anseios de seus representados. Com todas as dificuldades
enfrentadas pelo Conselho Municipal de Saúde de Pelotas, ele continua sendo um
espaço de mobilização da sociedade, para que todo cidadão exerça sua cidadania e,
assim, efetive-se de fato o Controle Social na política de saúde do município
