Previous issue date: 2017-07-20 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / O presente trabalho se dedicou a analisar as ações coletivas empreendidas pelas comunidades geraizeiras da região de Rio Pardo de Minas, Norte de Minas Gerais, em função da defesa do direito de uso do território e dos recursos comuns. Essas ações possibilitaram a criação de uma UC de Uso Sustentável, a RDS Nascentes Geraizeiras, entendida como uma conquista “da e para” essa população tradicional do Cerrado. Como suporte teórico, foram utilizados o conceito de common lands e as teorias da ação coletiva, com os quais foi subsidiada a análise das ações empreendidas na luta pelo direito sobre os recursos comuns e como essas interferiram nas dinâmicas econômica e social das populações residentes nesse território. Além dessas, para a construção desse trabalho se utilizou teorias sobre desenvolvimento rural sustentável. Transversalmente, também se discutiu questões sobre a capacidade das comunidades e povos tradicionais de gerir de forma sustentável e equitativa os recursos e territórios de uso comum, devido suas práticas de gestão e capacidade de adaptação às transformações no meio rural. Metodologicamente, o presente trabalho articula as pesquisas teórica e empírica, a fim de buscar uma interação entre realidade e teoria, e construir novas abordagens para o tema proposto, a mesma é classificada, também, como uma pesquisa qualitativa. Para coleta dos dados foram consultados diversos trabalhos acadêmicos, notícias, artigos de periódicos, bases de dados oficiais, etc. e realizado trabalho de campo em duas etapas, nos meses de fevereiro e março de 2017, nas comunidades beneficiárias da RDS Nascentes Geraizeiras, nos três municípios que abrange (Montezuma, Rio Pardo de Minas e Vargem Grande do Rio Pardo). Os principais resultados mostram que a articulação das comunidades geraizeiras da região e as ações que essas emprenderam, principalmente a partir dos anos 2000, foram fundamentais na proteção dos recursos naturais e do Cerrado na região, sendo a principal estratégia a reivindicação da criação de uma UC de Uso Sustentável. Além desses, entre os obejtivos de tais mobilizações estavam a garantia do direito sobre as common lands e os recursos do Cerrado que garantiam seus meios de vida, e a proteção das nascentes, que foram alcançados por meio de sua organização e ação. Nesse sentido, considera-se essa experiência como promotora de desenvolvimento rural sustentável na região, pela garantia dos meios de vida dessas populações, expansão de suas capacidades de articulação social e política e proteção dos recursos naturais. / This dissertation aimed to analyze the collective actions undertaken by traditional communities’ so-called gerazeiras from Rio Pardo de Minas region, north of Minas Gerais state. This work especially analyzes the actions regarding the defense of the usage right of the territory and shared environmental resources. These actions made possible the establishment of a Conservation Unity (CU) referred Nascentes Gareizeiras, understood as an accomplishment of and for this traditional population from the Cerrado region. As regard as the theoretical framework, the concept of common lands and and the theories of the collective action have subsided the discussion about the actions undertaken in the struggle for the right to use common resources and how these actions have impacted on the economic and social dynamics of the local inhabitants. Besides that, theories of rural sustainable development were used in order to construct this dissertation. Transversally, topics about the capabilities of traditional communities and populations to manage in a sustainable and fair way the resources of common usage were discusses, mainly considering their practices of management and adaptation capability to the transformation in the rural world. On the subject of methodology, this word combined theoretical and empirical research in order to achieve an interaction between reality and theory, and construct new approaches to the subject proposed. That is the reason why both this work and data collection is classified as a qualitative research. Regarding the data collection, various academic papers, news, books and official data base were used. Furthermore, the fieldwork was realized in two stages, on February and March of 2017, in the beneficiary communities of the RDS Nascentes Geraizeiras, which are located in three municipalities (Montezuma, Rio Pardo de Minas e Vargem Grande do Rio Pardo).The main results show that the articulation of the gerazeiras communities and the actions undertaken by these communities, mainly from the 2000 decade, were fundamental for the protection of natural resources and the Cerrado biome in the region, so that the critical strategy ware the claimings of the creation of the CU based on the sustainable use. Among the goals of these claimings it is also important the guarantee of the common lands’ usage rights and resources necessary to the essencial populational living, as well the protection of headwaters, which were achieved by their organization and action. In this way, this experinceis considered as promoter of rural sustainable develpment in the region, garanting the populations’ essential living, expansion of their capabilities regarding social and political engagement and protection of natural resources.
