A indÃstria da ConstruÃÃo Civil consome aproximadamente a metade dos recursos naturais extraÃdos do planeta, porÃm um grande nÃmero de empresas vem investindo para consolidar a cultura de diminuiÃÃo das perdas, reciclagem, reutilizaÃÃo de resÃduos, alÃm da utilizaÃÃo de novos materiais e tÃcnicas alternativas, ditas sustentÃveis. O Governo Federal, por se tratar do maior contratante no Brasil, tem estimulado sua utilizaÃÃo por parte das empresas, com a publicaÃÃo da InstruÃÃo Normativa n 01/2010 do MinistÃrio, OrÃamento, Planejamento e GestÃo. PorÃm, em virtude da Lei das LicitaÃÃes PÃblicas n 8.666/93, nÃo à totalmente possÃvel a compra e uso de tais materiais. Dentro desse contexto, o presente trabalho objetiva estabelecer diretrizes para a utilizaÃÃo de materiais e tÃcnicas sustentÃveis a serem incorporados aos projetos e editais de licitaÃÃo regidos pela lei 8.666/93. Foi escolhido um projeto que serà executado no Campus do Pici, da Universidade Federal do CearÃ, que serviu como estudo de caso. Foram estudadas as tecnologias e materiais sustentÃveis disponÃveis, feito visitas em empresas privadas do setor, que jà os utilizam, escolhidos os viÃveis tanto economicamente quanto tecnicamente, a serem utilizados no caderno de encargos da obra estudada. Conclui-se que a utilizaÃÃo de tÃcnicas simples e materiais de fÃcil acesso nÃo chegam a 10% de acrÃscimo ao valor da obra e que mesmo tendo um custo inicial um pouco mais alto o investimento à pago em poucos anos gerando no decorrer destes, uma grande economia para o Governo, pois à preciso instigar aÃÃes que impliquem no uso racional dos recursos naturais. / The Construction industry consumes about half of natural resources extracted from the planet, but a large number of companies are investing to build a culture of loss reduction, recycling, reuse of waste, besides the use of new materials and alternative techniques, said sustainable. The federal government, because it is the largest contractor in Brazil, has encouraged its use by businesses, with the publication of the Normative Instruction number 01/2010 of the Ministry, Budget, Planning and Management, however, by virtue of the Public Procurement Law No. 8666/93, is not entirely possible the purchase and use of such materials. Within this context, this paper aims to establish guidelines for the use of sustainable materials and techniques to be incorporated into the designs and bidding documents governed by the law number 8666/93. We chose a project that will be built in the Campus do Pici, Universidade Federal do CearÃ, which served as a case study. We studied the available technologies and sustainable materials, made visits to private sector companies, already use them, picked them both economically and technically viable, to be used in the specifications of the work studied. We conclude that the use of simple techniques and materials within easy reach below 10% increase in value of the work and that even having an initial cost a bit higher investment is paid in a few years, generating over the years, a great savings for the government, it is necessary to instigate actions that involve the use of natural resources.
