Previous issue date: 2007 / The present study evaluates the possibility of endogenous constructions give answers to the shapes of social exclusion. Starting from the reality of a specific area, called Lomba do Pinheiro, in Porto Alegre, the alternatives to the installed exclusion are inferred to the other areas. In order to achieve this objective, the social exclusion rescue of Brazil is done, with special emphasis to house exclusion, when Amartya Sen's concepts are ransoned. Making use of the theoretical referencial of the endogenous and local development, we exemplify with some projects which present this same theoretical base as premise: the Redes de Cooperação e Urbanizador Social. Based on the characteristics found in the studied area, we understand that efforts for the collective construction of solutions will sove difficulties, and step by step the general situation of the area will be improved. Starting from coIlective construction space is opened for the creation of a development net, which will allow the social capital accumulation, leading to endogenous and local development. / O presente estudo avalia a possibilidade de construções endógenas darem respostas aos formatos de exclusão social. A partir da realidade de determinada região, a Lomba do Pinheiro, em Porto Alegre, infere-se para as demais regiões as alternativas à exclusão instalada. Para tanto se faz o resgate da exclusão social em nível de Brasil, com destaque em especial para a exclusão à habitação, resgatando-se também alguns conceitos de Amartya Sen. Utilizando-se do referencial teórico do desenvolvimento endógeno e do desenvolvimento local, exemplifica-se com projetos que têm como premissas este mesmo embasamento teórico, as Redes de Cooperação e o Urbanizador Social. A partir das características encontradas na região em estudo, entende-se que esforços pela construção coletiva de soluções estarão resolvendo as dificuldades, e, com o tempo, melhorando a situação geral da região. A partir da construção coletiva abre-se espaço para a criação de uma rede de desenvolvimento, que permitirá o acúmulo de capital social, conduzindo ao desenvolvimento endógeno e local.
