Previous issue date: 2015-08-28 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The Student Assistance comes in the Brazilian higher education, first as a help. However, this picture changes in 2007 when the subject enters the agenda of the federal government, from the creation of the National Plan of Student Assistance - PNAES, as a right of university students of higher education in the public system. In this sense, to know the student assistance actions in Ufam, this research examined the implementation of the Student Assistance policy in view of the actors involved in order to identify the effectiveness or not of rights to beneficiaries. To reach the highest goal were the following specific objectives set: to characterize the Student Assistance Policy Ufam; check how the programs, projects and actions of the Student Assistance Policy are being implemented in the realization of the rights of the rights of students; identify the design of administrative managers and technicians on the actions undertaken in the area of Student Assistance Policy Ufam; know the vision of the students - beneficiaries - about Student Assistance Policy Ufam. For a closer approximation of reality researched research adopted a quantitative and qualitative approach. Interviews were conducted with 16 actors of the student assistance policy, 1 Pro-rector, 2 officers, 3 technicians and 10 students. The content analysis technique was used for interpretation of the statements, specifically thematic analysis. The results showed that the Student Assistance in Ufam has been tracking the Brazilian reality of public policies adopted over time, with regard to focusing its actions on specific groups. Initially actions for the basic needs of socioeconomically vulnerable students through the University Restaurant and the Student House. Later, with broader actions, seeking to meet the student demands from the perspective of law, especially in the area of food, transportation, housing and support the scientific events with significant advances in recent years in relation to the quantity of students served and the creation of new programs, such as scholarships and grants offered in the capital and interior. With regard to the view of managers and technicians Educational Affairs (Taes) on the implementation of student politics in the institution, the lines were unanimous in pointing out the importance of the development of student assistance actions in the right perspective (legal framework) to ensure the permanence of students in the institution as well as the improvement of the political need for points that are obstacles to realization of these rights. As for the vision of the students, the research concluded that the benefits received are critical because they represent not only financial assistance for the purchase of educational materials and food, but also personal survival and the guarantee of permanence at the University, without which it would be infeasible the completion of the degree course. / A Assistência Estudantil surge no âmbito do Ensino Superior brasileiro, a princípio como ajuda. Todavia, esse quadro muda em 2007 quando o tema entra na agenda do governo federal, a partir da criação do Plano Nacional de Assistência Estudantil – PNAES, enquanto direito dos estudantes universitários do sistema público de Ensino Superior. Neste sentido, para conhecer as ações de assistência estudantil na Ufam, esta pesquisa analisou a implementação da política de Assistência Estudantil na visão dos atores envolvidos, a fim de identificar a efetivação ou não de direitos aos beneficiários. Para o alcance do objetivo maior foram traçados os seguintes objetivos específicos: caracterizar a Política de Assistência Estudantil da Ufam; verificar de que forma os programas, projetos e ações da Política de Assistência Estudantil vêm sendo implementados na efetivação dos direitos dos direitos dos estudantes; identificar a concepção dos gestores e técnicos administrativos sobre as ações desenvolvidas na área da Política de Assistência Estudantil da Ufam; conhecer a visão dos discentes – beneficiários – sobre a Política de Assistência Estudantil da Ufam. Para uma maior aproximação da realidade pesquisada a investigação adotou uma abordagem quanti- qualitativa. Foram realizadas entrevistas com 16 atores da política de assistência estudantil, sendo 1 Pró-reitor, 2 diretores, 3 técnicos e 10 alunos. A técnica Análise de Conteúdo foi utilizada para interpretação das falas, especificamente a análise temática. Os resultados mostraram que a Assistência Estudantil na Ufam vem acompanhando a realidade brasileira das políticas públicas adotadas ao longo do tempo, no que se refere à focalização de suas ações em grupos específicos. Inicialmente com ações voltadas para as necessidades básicas de alunos socioeconomicamente vulneráveis, por meio do Restaurante Universitário e Casa do Estudante. Posteriormente, com ações mais amplas, buscando atender as demandas estudantis na perspectiva do direito, principalmente na área de alimentação, transporte, moradia e apoio a eventos científicos com significativos avanços, nos últimos anos, em relação ao quantitativo de alunos atendidos e a criação de novos programas, tais como bolsas e auxílios oferecidos na capital e no interior. No que se refere à visão dos gestores e Técnicos em Assuntos Educacionais (TAEs) sobre a implementação da política estudantil na instituição, as falas foram unânimes em apontar a importância do desenvolvimento de ações de assistência estudantil na perspectiva do direito (âmbito jurídico) que garantam a permanência dos alunos na instituição, bem como da necessidade de aprimoramento da política em pontos que são entraves para efetivação desses direitos. Quanto à visão dos alunos, a pesquisa concluiu que os benefícios recebidos são fundamentais, pois representam não somente uma ajuda financeira para a compra de materiais didáticos e alimentação, mas também a sobrevivência pessoal e a garantia de permanência na Universidade, sem a qual seria inviável a conclusão do curso de graduação.
