O propósito desta dissertação é refletir sobre o apelo ao voto útil no resultado do pleito de 2004 para a prefeitura de Porto Alegre, procurando entender melhor a relação entre mídia, política e opinião pública e o seu impacto sobre os partidos políticos. Partindo do pressuposto de que a construção de uma democracia representativa precisa de partidos bem institucionalizados, representativos e fortes, este trabalho procurou investigar qual a possível relação entre o voto útil e o enfraquecimento dos partidos, e se tal relação teria reflexos no acirramento da crise de representação e de mediação - obstáculos à instauração de um modelo de democracia mais substantivo. Para isto estudamos os cenários de representação da política, os mecanismos de formação da opinião pública, a divulgação das pesquisas de intenção de voto e a especificidade do comportamento do eleitorado gaúcho. Ao final, constatamos uma predisposição receptiva ao voto útil e que, em casos de disputa acirrada entre esquerda e direita, a volatilidade do eleitor é marcada por preferência ideológica, flutuando entre partidos de um mesmo bloco. / The purpose of this dissertation is to reflect about the appeal to the useful vote in the result of the election to the mayor of Porto Alegre, in 2004, to a better understanding of the relationship among media, politic and public opinion and its impact on political parties. Starting from the presumption that to build a representative democracy we need well institutionalized parties, representatives and strong, could the pratice of the useful vote increase the weakness of the parties and, as a consequence, the accruement of the crisis of representation and mediation - obstacles to the establishment of a model of a substantive democracy. For this we studied the scenarios of politic representation, the building of public opinion, the midia and propaganda built upon the research of intention of vote and the specificity of the behavior of the gaucho electorate. At the end we confirm a receptive predisposition to the useful vote in cenarios whit feroucious dispute among right and left blocs, when the volatile behavior of the electorate is ideological, inside the right or left bloc.
