En la presente tesis se analiza un caso de asociatividad y formalización minera,
desarrollado en el municipio de Guachetá, en el Departamento de Cundinamarca,
(Colombia). Se presenta la experiencia de un grupo de mineros que explotaban un
título de carbón de forma ilegal y su relación con la empresa UNIMINAS S.A. que
es la empresa responsable de dicho título minero ante el estado colombiano.
El objetivo de la investigación es conocer los beneficios de la formalización minera
en los mineros y su entorno, ocurridos como consecuencia de la experiencia de
asociatividad y formalización minera. Para tal fin, se realiza el análisis de: la
percepción de los mineros formalizados, la relación entre los actores y los cambios
generados como consecuencia del desarrollo de esta experiencia.
La investigación realizada es de tipo cualitativo: un Estudio de Caso, en el que se
analiza una experiencia de desarrollo territorial.
Para la investigación se realiza la documentación general del sector minero,
especialmente para el caso del carbón; se documentaron los principales momentos
de la experiencia, se identificaron los cambios generados en los mineros y su
entorno gracias a esta experiencia y se analizaron los diferentes puntos de vista de
los actores del proceso.
El documento de tesis se divide en cinco capítulos: El primero presenta el marco
contextual, para lo cual se presenta el contexto de la minería colombiana,
especialmente el caso del carbón, así como el marco normativo nacional e
internacional relacionado con el tema y finalmente, la zona en la que se desarrolla
el proyecto minero, así como la empresa minera titular el contrato de concesión.
En el segundo capítulo se presenta el marco teórico de la investigación, haciendo
un recorrido por los siguientes conceptos: Desarrollo local, Desarrollo y libertad,
Desarrollo sostenible, Valor compartido y Responsabilidad Social. Estos
planteamientos conceptuales son fundamentales porque desde la gerencia social,
responden a las necesidades y cambios de la realidad de los proyectos mineros.
De igual forma se incluyen los conceptos de formalización minera, minería formal y
minería informal. Estos son fundamentales para entender la realidad del caso a
analizar.
En el tercer capítulo se presentan los lineamientos metodológicos de desarrollo de
la investigación.
Posteriormente, en el capítulo cuarto, se presentan los resultados y hallazgos de la
investigación, obtenidos en la aplicación de entrevistas, visitas de campo y la
revisión documentos. Realizando un análisis de estos a la luz de lo expuesto en el
marco teórico. Para así, finalmente presentar el capítulo cinco de conclusiones y
recomendaciones en relación a lo aprendido del proceso y los retos a los que se
enfrentan actualmente. / In the present thesis there is analyzed the case of associativity and mining
formalization, developed in the municipality of Guachetá, in the Department of
Cundinamarca, (Colombia). There appears the experience of a group of miners who
were exploiting a coal title by an illegal form and its relation with the company
UNIMINAS S. A.; that is the company responsible for the mentioned mining title
before the Colombian state.
The target of the investigation was to know the benefits of the mining formalization
in the miners and their environment, happened as a result of the experience of
associativity and mining formalization. For such this end, there was realized the
analysis of the perception of the formalized miners, the relation between the
stakeholders and the changes generated as a result of the development of this
experience.
The realized investigation is of qualitative type: a Case study, in which there was
realized the analysis of an experience of territorial development.
For the investigation there were realized the general documentation of the mining
sector, especially to the case of the coal; there were documented the main moments
of the experience, there were identified the changes generated in the miners and
their environment caused thanks to this experience and there were analyzed the
different points of view of the actors of the process.
The thesis document splits into five chapters: The first presents the contextual
framework, for which the context of Colombian mining is presented, especially the
case of coal, as well as the national and international regulatory framework related
to the subject and finally,
the area in which the mining project is developed, as well as the mining company
that holds the concession contract.
In the second chapter the theoretical framework of the research is presented,
making a tour through the following concepts: Local development, Development and
freedom, Sustainable development, Shared value and Social responsibility. These
conceptual approaches are fundamental because from the social management, they
respond to the needs and changes of the reality of the mining projects.
Likewise, the concepts of formalization, formal mining and informal mining are
included. These are the fundamental principles to understand the reality of the case
to analyze.
The third chapter presents the methodological lineaments of the development of the
investigation.
Subsequently, in the fourth chapter, are presented the results and finds of the
investigation, obtained in the application of interviews, field visits and the review of
documents. Realizing an analysis of these, in view of the exhibited in the theoretical
frame. For this way, finally present the chapter five of conclusions and
recommendations as regards the learned of the process and the challenges which
they face at present. / Tesis
