"Many educators recognize the function of the school to be that of fostering within pupils a physical, social and mental well-being through the development of skills, understandings, and attitudes which will best enable them to participate in, contribute to, and draw from the society in the achievement of personal fulfillment. If this statement is accepted, modification of the school program must be in line with this philosophy.
