Previous issue date: 2013-02-14 / This paper aims to measure the degree of efficiency in the allocation of public resources in education from the FUNDEB in elementary education in the towns of Rio Grande do Norte in 2007 and 2011. To do so, we must determine to evaluate the efficiency in the allocation of public resources in municipal education in the early and last grades of elementary education; verify that the towns that achieved higher levels of efficiency that were allocated the largest volumes of resources in primary education and analyze which towns reached the worst and the best levels of efficiency in the allocation of public resources in education. This is on the assumption that the relation between the educational policies of local governments and concern for efficiency in the allocation of resources in education is limited only to increase spending on education. It is intended from the model of Data Envelopment analysis, (DEA), with Variable Returns to Scale (VRS), estimate the efficiency of spending on education and municipal pubic purging the problem of outliers. Estimations show that the municipalities of Rio Grande do Norte do not allocate their resources in public elementary education efficiently / Este trabalho tem como objetivo mensurar o grau de efici?ncia na aloca??o dos recursos p?blicos oriundos do FUNDEB em educa??o fundamental dos munic?pios do Rio Grande do Norte nos anos de 2007 e 2011. Para tanto, ? preciso avaliar a efici?ncia na aloca??o de recursos p?blicos municipais em educa??o nas s?ries iniciais e finais da educa??o fundamental; verificar se os munic?pios que alcan?aram maiores n?veis de efici?ncia foram os que alocaram os maiores volumes de recursos em educa??o fundamental e analisar quais munic?pios alcan?aram os piores e os melhores ?ndices de efici?ncia na aloca??o de recursos p?blicos em educa??o. Parte-se do pressuposto de que a rela??o entre as pol?ticas p?blicas educacionais dos governos municipais e a preocupa??o com a efici?ncia na aloca??o dos recursos em educa??o se limita apenas em aumentar os gastos em educa??o. Pretende-se, a partir do modelo de An?lise Envolt?ria de Dados (DEA) com Retornos Vari?veis de Escala (VRS), estimar as efici?ncias dos gastos p?bicos municipais em educa??o e expurgar o problema dos outliers.
