La investigación planteó identificar los factores institucionales que dificultan al
CGBVP cumplir con su rol de atención que le da la política de prevención y
atención eficiente de emergencias y desastres como órgano conformante del
Sistema Nacional de Seguridad Ciudadana, para con ello presentar una
propuesta de solución dirigida a optimizar la eficiencia y eficacia en la atención
de emergencias por parte de los bomberos. Se siguió una estrategia
metodológica mixta, tomando como muestra de estudio la compañía Miraflores
N°28 y la Santiago Apóstol N°134 de la XXIV Comandancia Departamental Lima
Sur. Se entrevistó a los jefes de compañía y se encuestó a 100 bomberos y 300
ciudadanos, además de un focus group a 8 bomberos de ambas UBO. De los
resultados se destaca que, aunque ambas compañías están en un 100% de
operatividad de sus instalaciones, el número de vehículos operativos no supera
siquiera el 50% de los existentes, y en cuanto a equipo de protección personal
solo el 80% se encuentra operativo, pero a un 75% de cumplimiento de las
reglas de NFPA. Se halló mayor número de bomberos capacitados para atender
incendios, fugas de gas y accidentes vehiculares, que para atender derrame de
productos y rescates aéreos. También, brechas en la atención por nivel de
experticia, capacitación y entrenamiento, aunado a otros factores como falta de
personal, máquinas fuera de servicio y, sobre todo, el tráfico. La percepción de
los bomberos es positiva en la utilidad de su labor para la sociedad y su
desarrollo como persona, similar a la valoración de la ciudadanía que se siente
segura al tener una estación de bomberos en su distrito; sin embargo, perciben
también que éstos no reciben el reconocimiento que les corresponde y que,
además, deberían tener mayores beneficios. Ante ello, se desarrolló una
propuesta que permita la optimización de la eficiencia y eficacia del cuerpo de
bomberos sobre la atención de emergencias, así como la concientización
ciudadana respecto a su contribución en la atención de las mismas. / The research proposed to identify the institutional factors that make it difficult for
CGBVP to fulfill its role of care given to it by the policy of prevention and efficient
care of emergencies and disasters as the conformal body of the National Security

developed that would allow the optimization of the efficiency and effectiveness of
the fire brigade in emergency care, as well as the public awareness of its
contribution to the care of the emergencies.
