First responder readiness : a systems approach to readiness assessment using model based vulnerability analysis techniques

CHDS State/Local / This thesis reviews various readiness assessment tools used by military units and the civilian First Responder community. Most civilian readiness assessment tools have fallen short of adequately predicting a response team's probability of mission success or failure.
