Un artículo destinado a identificar los problemas del sistema migratorio peruano
y descubrir las virtudes del sistema migratorio canadiense. Identificar algunas
diferencias en políticas migratorias de ambos países y también diferencias
estructurales permite poder analizar la posibilidad de la creación de una
institución en el Perú que proteja los derechos de las personas migrantes en
situación irregular de manera efectiva. Es en este sentido que nos encontramos
ante la lamentable realidad de que al Perú le hace falta no solo una institución
que vele por estos derechos, sino un cambio de paradigma en el pensamiento
de sus habitantes para entender que la diversidad trae consigo la posibilidad de
crecimiento económico y que el fenómeno migratorio puede ser aprovechado
en beneficio del país. Lamentablemente, se concluye que para que esta
realidad sea factible a nivel institucional, es requisito que se puedan dar
cambios en otros aspectos como el normativo y el político. Los pasos de
gigante no son posibles en el caso nacional y, por ende, es esencial comenzar
con pequeños pasos como la revisión de nuestra actual política migratoria y
asegurarnos de que esta pueda cumplir con los estándares internacionales en
materia de derechos humanos. Tarea que no es imposible, pero que partirá de
una mirada distinta para con quienes ingresan al Perú en busca de nuevos y/o
mejores oportunidades. / An article intended to identify the problems of the Peruvian immigration system
and discover the virtues of the Canadian immigration system. Identify some
differences in migration policies of both countries and structural differences as
well enables to analyze the possibility of creating an institution in Peru that
effectively protects the rights of migrants in an irregular situation. It is in this
sense that we are faced with the unfortunate reality that Peru lacks not only an
institution to ensure these rights, but also a paradigm shift in the thinking of its
inhabitants to understand that diversity brings with it the possibility of growth.
