Previous issue date: 2017-06-02 / Esta pesquisa procurou analisar o acesso de agricultores familiares ao mercado institucional criado pela Lei 11.947 de 2009 que reconfigura o Programa Nacional de Alimentação Escolar (PNAE) determinando que no mínimo 30% dos recursos repassados aos municípios para a aquisição da alimentação escolar sejam utilizados na compra de gêneros alimentícios da agricultura familiar local. Buscou-se compreender a maneira como os processos de implementação local deste programa são modelados pelas interações entre diferentes atores. Portanto, logrou olhar para alguns elementos da prática social local tentando perceber como essas políticas públicas são executadas e o que pode influenciar a forma como os atores envolvidos a implementam. Para isso, investigou-se os casos dos municípios de Espera Feliz e de Guaraciaba, situados na Zona da Mata de Minas Gerais objetivando desvendar como a interação entre diferentes atores pode influenciar o processo de implementação do programa de alimentação escolar. A pesquisa de campo ocorreu a partir da aplicação de entrevistas semiestruturadas com agricultores familiares, representantes da gestão pública e parceiros envolvidos no processo de compra e venda de produtos da agricultura familiar para o PNAE. De modo complementar foi realizada observação direta em reuniões e pesquisa documental. As assimetrias dos contextos empíricos estudados mostraram a produção de diferentes configurações reticulares que alteraram substancialmente as dinâmicas de implementação do PNAE. Conclusivamente afirmou-se que não foi o desenho institucional da politica pública que determinou a dinâmica das compras institucionais nos municípios, mas sim a gênese das organizações locais e de suas redes de relações, o modo como os atores interagem entre si e as regras que constroem conjuntamente. / This research sought to analyze the access of family farmers to the institutional market created by Law 11,947 of 2009, which reconfigures the National School Feeding Program (PNAE), determining that at least 30% of the resources passed on to municipalities for the purchase of school meals are used for purchase Of local family farming. It was sought to understand how the processes of local implementation of this program are modeled by the interactions between different actors. This research, therefore, has managed to look at some elements of local social practice trying to understand how these public policies are implemented and what can influence the way the actors involved implement it. For this, we investigated the cases of the municipalities of Espera Feliz and Guaraciaba, located in the Zona da Mata of Minas Gerais, aiming to find out how the interaction between different actors can influence the implementation process of the school feeding program. Field research was carried out through the application of semi-structured interviews with family farmers, representatives of public management and partners involved in the process of buying and selling products from family agriculture to the PNAE. In a complementary way, direct observation was carried out at meetings and documentary research. The asymmetries of the empirical contexts studied showed the production of different reticular configurations that substantially altered the dynamics of PNAE implementation. It was concluded that it was not the institutional design of public policy that determined the dynamics of institutional purchasing in municipalities, but rather the genesis of local organizations and their networks of relationships, how actors interact with each other and the rules they construct Together.
