Previous issue date: 2013 / O Sistema Único de Saúde (SUS) tem papel importante na reorientação das estratégias de educação em saúde e historicamente tem proposto mudanças nos modos de ensinar e aprender no setor. Compete ao SUS ordenar a formação de recursos humanos na área da saúde. A Política Nacional de Educação Permanente em Saúde (PNEPS) é uma estratégia do SUS para formação e o desenvolvimento de trabalhadores para o setor e explicita a importância da reflexão coletiva da equipe de trabalho, a partir dos problemas reais encontrados na prática cotidiana. A Educação Permanente desempenha sua função, quando está envolvida numa prática de transformação, que traduz uma teoria dialética do conhecimento, como um processo de criação e recriação, desenvolvendo a reflexão crítica sobre a prática de trabalho. O objetivo desse estudo foi analisar as ações da Educação Permanente ofertadas aos profissionais de saúde, que atuam na Estratégia de Saúde da Família no município de Rio Branco-AC, e sua interferência nas práticas em serviço. Participaram da pesquisa 127 profissionais de saúde e 10 gestores da Atenção Básica, em um estudo descritivo transversal, com análise quantitativa e qualitativa, tendo utilizado roteiros de questionário e entrevista. Na abordagem quantitativa foi utilizada a Escala de Likert e na abordagem qualitativa foi utilizada a análise temática. A situação da Política de Educação Permanente em Saúde no município de Rio Branco não difere de outros estados, está em processo de implantação. Verifica-se a necessidade de esclarecimentos conceituais e operacionais sobre esse processo de educação profissional inovador. É preciso que haja uma equipe gestora com habilidade para identificar os nós críticos e disponibilidade de realizar um planejamento estratégico voltado à assistência da Estratégia de Saúde da Família. Acredita-se que este estudo possa contribuir para gestores e profissionais da saúde na reflexão sobre suas ações, permitir a implementação de mudanças de práticas na assistência a saúde para a melhoria da qualidade dos serviços e criar novas expectativas no fortalecimento da Política Nacional de Educação Permanente em Saúde. / The Unified Health System (acronym SUS in Brazilian for Sistema Único de Saúde) has an important role in the reorientation of strategies of education in health and has been offering changes in the way of learning and teaching the matter. The Unified Health System commands the shaping of human resources in the health area. The National Policy on Health Permanent Education (acronym PNEPS in Brazilian for Política Nacional de Educação Permanente em Saúde) is a strategy of the Unified Health System for the organization and development of workers for the department and explicits the importance of a collective reflection of the work team taken from the true issues found in the daily practice. The Permanent Education plays its role when it is involved in a transformation practice which translates into a dialectic theory of knowledge, like a process of creation and recreation, developing a critical reflection about the work practice.The goal of this study was to analyze the actions of the Permanent Education offered to the health professionals who work in the Family Health Strategy (Estratégia de Saúde da Família) in the city of Rio Branco and its interference in the service practices. The research was participated by 127 health professionals and 10 managers of Basic Attention (Atenção Básica), in a descriptive transversal study, with quantitative and qualitative analysis, using questionnaires and interviews. In the quantitative approach it was used the Likert Scale and in the qualitative approach it was used the theme analysis. The situation of the National Policy on Health Permanent Education in the city of Rio Branco doesn’t differ from other states and it is in the process of implantation. There is a need of conceptual and operational clarifications about this innovating professional education process. A management team with the skills to identify the critical nodes and the availability of a strategic planning to aid the Family Health Strategy is required. It is believed that this study can contribute to managers and professionals from the health department to reflect their actions, allow the implementation of practical changes in health assistance in order to improve the quality of the services and create new expectations to strengthen the National Policy on Health Permanent Education.
