La presente investigación desarrolla un marco conceptual que define el sistema de
financiamiento público directo (FPD), sus principales características en el Perú y compara
sus instituciones con los sistemas de diferentes países de la región en los que ha sido
adoptado con anterioridad. Asimismo, este trabajo tiene por finalidad analizar el nivel de
ejecución de los recursos otorgados a los partidos políticos en el Perú por el sistema de
FPD durante el periodo 2017-2021, primer periodo en el que se hizo efectivo el sistema.
Para ello, se detallan los montos distribuidos, los rubros a los que han destinado los
recursos y si estos han respetado los límites establecidos por la legislación vigente para su
uso. Finalmente, se evalúa la idoneidad en el gasto de dichos recursos, a partir del estudio
de casos representativos seleccionados de la información proporcionada por la rendición
de cuentas presentada por cada organización política ante la autoridad. / This research develops a conceptual framework that defines the direct public
financing system, its main characteristics in Peru and it compares its institutions with the
systems of different countries in the region in which it has been previously adopted.
Likewise, this work aims to analyze the level of expenditure of the resources distributed to
political parties in Peru by the direct public financing system during the 2017-2021 period,
the first in which the system became effective. To do this, the amounts distributed, the items
to which the resources have been allocated and whether they have respected the limits
established by current legislation for their use are detailed. Finally, the adequacy in the
expenditure of those resources is evaluated, based on the study of selected representative
cases of the information provided by the rendering of accounts presented by each political
organization to the authority.
