Sustentável do curso de Mestrado em Gestão Pública para o Desenvolvimento do
Nordeste – MGP, do Centro de Ciências Sociais e Aplicadas da Universidade
Federal de Pernambuco. Nela, foram analisadas as atividades de preservação do
patrimônio cultural da UFPE, com o intuito de construir o panorama da gestão de
museus desenvolvida pela Instituição. Diante da implementação de políticas
públicas voltadas para o setor museológico no país, na última década, esta pesquisa
pretendeu observar os reflexos desse momento histórico-cultural do país na
Universidade, e qual o nível de adequação da Instituição às diretrizes e
determinações dos instrumentos regulatórios para o setor de museus instituídos nos
últimos anos. Com o levantamento de aspectos gerenciais, como infraestrutura,
setor de pessoal e ações de difusão do patrimônio sob sua guarda, buscou-se
compreender como é desenvolvida a gestão dos espaços museais da UFPE,
conhecendo as suas atividades; que investimentos estão sendo implementados no
setor e sua procedência; e qual o nível de participação da administração central da
Universidade no fomento ao seu setor de museus. O estudo realizado teve caráter
exploratório e como meio de investigação foi utilizada a pesquisa de campo.
Entrevistas semiestruturadas constituíram o instrumento de coleta de dados e estes
foram tratados com base na análise de conteúdo proposta por Laurence Bardin. A
pesquisa bibliográfica também subsidiou o estudo, com ênfase nos referenciais
teóricos recentes sobre gestão de museus, a partir da obra de Manuelina Duarte
Cândido e nos instrumentos regulatórios brasileiros, o Estatuto de Museus e o
Decreto 8.124 de 2013. O trabalho está estruturado em três capítulos, onde no
primeiro estão abordados assuntos acerca dos desafios atuais da gestão de museus
e seus marcos regulatórios; o segundo apresenta o campo de pesquisa e a
contextualização dos museus da UFPE; e o terceiro revela os resultados da
pesquisa e a caracterização do panorama da gestão dos museus da Universidade.
Uma vez constatada na Instituição uma grande distância entre o que definem as
teorias e diretrizes legais para a gestão de museus e a realidade, observou-se a
necessidade de construção de uma política de gestão do patrimônio cultural, de
forma a garantir a preservação e o acesso a esses bens pela sociedade. / This research is situated on the Line of Research Organizations Master's Course
Sustainable Development in Public Management for the Northeast Development -
MGP, the Center for Social and Applied Sciences, Federal University of
Pernambuco. In it, we analyzed the activities of preserving the cultural heritage of
UFPE, in order to build the panorama of museum management developed by the
Institution. On the implementation of public policies for the museum sector in the
country in the last decade, this research intended to observe the consequences of
this historical-cultural moment in the country at the university, and what level of
adequacy of the institution to the guidelines and decisions of regulatory instruments
the sector of museums established in recent years. With the rise of managerial
aspects, such as infrastructure, industry personnel and assets of diffusion actions
under their custody, he sought to understand how developed the management of
museum spaces of UFPE, knowing their activities; that investments are being
implemented in the sector and its origin; and what the central government
participation level at the University in promoting its museums sector. The study was
conducted exploratory and as a means of investigation we used the field research.
Semi-structured interviews were the data collection instrument and these were
treated based on content analysis suggested by Laurence Bardin. The literature also
supported the study, with emphasis on recent theoretical frameworks on museum
management, from the work of Manueline Cândido Duarte and Brazilian regulatory
instruments, the Statute Museums and Decree 8124 of 2013. The work is structured
in three chapters, which are the first topics discussed about the current challenges of
managing museums and their regulatory frameworks; the second shows the search
field and contextualization of the museums of UFPE; and the third shows the search
results and the characterization of the panorama of the management of museums of
the University. Once verified the institution a great distance between what define the
legal theories and guidelines for the management of museums and the reality, there
was the need for construction of a cultural heritage management policy in order to
ensure the preservation and access to these goods by society.
