Previous issue date: 2009-04-17 / The management of the work in SUAS. It the question is a study developed by
means of documentary analysis complemented with interviews semi-structured
with social subjects wrapped in the process of implementation of the Politics of
Social work in the city of Boa Vista-RR. The objective is to discuss the
management of the work in the Politics of Social work taking as a base to
Operational Basic Standard of Human Resources NOB-RH set up in 2006
and like backdrop the historical configuration of the State of Roraima. The
above-mentioned study contemplates three different, however complementary
moments. In the first one, it the question is the Social work like politics of social
protection, doing a short approach of the development of the social protection in
the world and in Brazil, next, to wrap the discussion of the legal landmarks of
the Brazilian Social work: Federal constitution of 1998, the Organic Law of the
Social work, the National Politics of the Social work, the Operational Basic
Standard of the System Only one of the Social work, besides the Operational
Basic Standard of Human Resources NOB-RH. Next, there are analysed the
world of the work and the politics of work in Brazil, tackling the historical
evolution of the work in Brazil, the labor legislation and his relation with the
social Brazilian protection. At this moment, there is discussed the Politics of
Human Resources of the Social work, referenced in the axles of the NOB-RH
and his relation with the quality of the services, benefits, programs and projects
given by the politics of social work. Finally, the last moment is dedicated to the
treatment of the workers of the Social work in Roraima. Take the vision which
social workers and psychologists have on the implementation of the NOB-RH in
the state, being considered the process of insertion, the qualification and the
conditions of work of these professionals. / A gestão do trabalho no âmbito do SUAS. Trata-se de um estudo desenvolvido
mediante análise documental complementada com entrevistas semiestruturadas
com sujeitos sociais envolvidos no processo de implementação da
Política de Assistência Social na cidade de Boa Vista-RR. Seu objetivo é
discutir a gestão do trabalho na Política de Assistência Social tendo por base a
Norma Operacional Básica de Recursos Humanos NOB-RH, instituída em
2006 e como pano de fundo a configuração histórica do Estado de Roraima. O
referido estudo contempla três momentos distintos, porém complementares. No
primeiro, trata-se da Assistência Social como política de proteção social,
fazendo uma breve abordagem do desenvolvimento da proteção social no
mundo e no Brasil para, em seguida, envolver a discussão dos marcos legais
da Assistência Social brasileira: Constituição Federal de 1998, a Lei Orgânica
da Assistência Social, a Política Nacional da Assistência Social, a Norma
Operacional Básica do Sistema Único da Assistência Social, além da Norma
Operacional Básica de Recursos Humanos NOB-RH. Em seguida, analisa-se
o mundo do trabalho e as políticas de trabalho no Brasil, enfocando a evolução
histórica do trabalho no Brasil, a legislação trabalhista e sua relação com a
proteção social brasileira. Nesse momento, é discutida a Política de Recursos
Humanos da Assistência Social, referenciada nos eixos da NOB-RH e sua
relação com a qualidade dos serviços, benefícios, programas e projetos
prestados pela política de assistência social. Finalmente, o último momento é
dedicado ao tratamento dos trabalhadores da Assistência Social em Roraima.
Referencia-se na visão que assistentes sociais e psicólogos têm sobre a
implementação da NOB-RH no estado, considerando-se o processo de
inserção, a qualificação e as condições de trabalho desses profissionais.
