O processo de rearticulação do capital, ainda, tem em suas tendências a
consolidação dos blocos regionais e o MERCOSUL, como caso exemplar, também redefine sua concepção educacional. Neste sentido, o presente estudo tem como tema a questão educacional no MERCOSUL, com o objetivo de identificar/analisar como as diretrizes educacionais vêm sendo discutidas no âmbito dos quatro Países-Membros iniciais do bloco, de modo a elucidar a concepção de educação, as estratégias e as propostas trazidas pelos Planos de Educação, as quais compõem o planejamento das ações para o campo educacional. Do ponto de vista teórico-metodológico, o método crítico-dialético se afigurou ser o mais adequado, tendo em vista que examina os fatos em sua totalidade, mediações e como processos sociais complexos, o que permitiu ir além das aparências dos fatos e buscar as reais significações da educação na integração regional do bloco referido. O estudo é de natureza exemplo mudanças ocorridas nos Estados-Nação, os quais têm seu papel redirecionado com a internacionalização do capital, e a criação de blocos regionais, que se constituem no intuito de melhorar sua posição em relação ao sistema internacional. Explicita, também, as tendências contemporâneas da educação no contexto da globalização, demarcando a informação e o conhecimento como exigências dos fatores de produção e fazendo
referência as abordagens dos organismos internacionais (Banco Mundial e CEPAL) frente a esta lógica. A partir deste leque de definições, apresenta uma análise da educação no contexto da integração regional do MERCOSUL tendo como subsídios os Planos de Educação criados desde a constituição do Setor Educativo do MERCOSUL, em 1991. A pesquisa aponta para o papel estratégico que a educação vem recebendo como agente propulsor do desenvolvimento econômico da região, concebida como fator produtivo e cuja finalidade última é a qualificação para o mercado. O fato é que, com esta centralidade econômica, o campo social fica deslocado, sem primazias no âmbito do MERCOSUL. Com esta acepção, busca-se indicar as direções das propostas educacionais no âmbito do MERCOSUL, a concepção assumida e as possibilidades de compreensão da educação sob uma perspectiva emancipadora.
The education, with the current worldwide capitalist configuration, assumes the role of dynamic element for the acceleration of the development processes, as it qualifies adequate human resources to the increasing level of international competitiveness. The process of rearticulation of the capital still has in its trends the consolidation of the regional blocs, where, MERCOSUL, for example, redefines its educational conception too. In this direction, the present study has as subject the educational question in MERCOSUL, with the objective to identify/analyze how the educational lines have being discussed in the scope of the four initial Country-Members of the bloc, in order to elucidate the conception of the education, the strategies and the proposals brought by the Education Plans, which compose the planning of the actions to the educational field. Of the theoretical-methodological viewpoint, the critical-dialectic method seemed to be the most adequate, considering that analyzes the entirety facts, mediations and as complex social processes, what allowed to go beyond the facts and seek the real significance of the education in the regional integration of the referred bloc. The study is of documental and exploratory nature. It seeks to do, thus, a brief exposition about the globalization, evidencing its main definitions, having as emphasis the changes that have occurred in the States-Nation, which have their role redirected with the internalization of the capital, and the creation of regional blocs, that are constituted with the intention to improve its position in relation to the international system. It also explicits, the contemporary tendencies of the education in the context of globalization, demarcating the information and the knowledge as requirements of production factors and referencing the
internationals organization approaches (World Bank and CEPAL) before this logic. From this number of definitions, it presents an analysis of the education in the context of the regional integration of MERCOSUL having as subsidies the Educational Plans created since the constitution of the Educational Sector of MERCOSUL in 1991. The research points to the strategic role that the education has being receiving while propellant agent of the economic development of the region, being conceived as productive factor and having as the last purpose the qualification for the market. The fact is that, with this economical centralization, the social field is dislocated, without primacies in the scope of MERCOSUL. With this meaning, it seeks to indicate the directions of the educational proposals in the scope of MERCOSUL, the assumed conception and the possibilities of the comprehension of the education under an emancipating perspective.
