Entender a hegemonia do Gerencialismo na Administração Pública no Brasil nas últimas duas décadas não é tarefa simples. Apesar dos avanços na esfera social dos governos progressistas de Lula (2003-2010) e Dilma (2011-2016), no que se refere à construção teórica do conceito de Aparelho de Estado, o Gerencialismo seguiu como modelo dominante. No caso brasileiro, três momentos distintos podem ser identificados: primeiro (anos 1990 e início dos anos 2000), quando ocorreram as primeiras reformas, mais duras, baseadas nas experiências da Inglaterra, dos Estados Unidos, da Nova Zelândia e da Austrália, com a predominância da lógica da privatização e do ajuste fiscal; um segundo momento, com governos mais progressistas no poder, que constituem uma agenda mais experimental e não tão radical, caracterizada pela cooperação e pela transferência de serviços públicos a organizações não governamentais, fenômeno que ficou conhecido como onguismo, aliado à implementação de políticas públicas de caráter social; e, por fim, um terceiro momento, iniciado com um golpe de Estado em 2016, que busca finalizar as tarefas não concluídas da agenda dos anos 1990, tais como a busca pela privatização e a redução de direitos sociais (reformas trabalhista e previdenciária). Com base nesse contexto, a presente dissertação tem como objeto de estudo empírico a estrutura ministerial dos governos federais de 1995 a 2017 e as principais políticas e leis que afetam a atividade administrativa estatal e denotam o modelo dominante de serviço público por parte do Estado. A partir desse objeto de análise, esta dissertação tem como objetivo principal elaborar um breve balanço da implementação do Gerencialismo no Brasil, de 1995 a 2017. O método de pesquisa será o hipotético-dedutivo, enquanto as técnicas de pesquisa predominantes serão a bibliográfica e a documental. / Understanding the hegemony of New Public Managment in Brazil in the last two decades is not a simple task. In spite of the advances in the social sphere of the progressive governments of Lula (2003-2010) and Dilma (2011-2016), with regard to the theoretical construction of the concept of State Apparatus, New Public Managment followed as a dominant model. In the Brazilian case, three distinct moments can be identified: first (1990s and early 2000s), when the first, tougher reforms, based on the experiences of England, the United States, New Zealand and Australia, occurred with the predominance of the logic of privatization and fiscal adjustment; second, with more progressive governments in power, which constitute a more experimental and not as radical agenda characterized by cooperation and the transfer of public services to non-governmental organizations, a phenomenon that became known as anguish, together with the implementation of public policies of Social character; And finally, a third moment, started with a coup of State in 2016, which seeks to finish the unfinished tasks of the 1990s agenda, such as the search for privatization and the reduction of social rights (labor and social security reforms). Based on this context, this dissertation has the object of an empirical study of the ministerial structure of the federal governments from 1995 to 2017 and the main policies and laws that affect the state administrative activity and denote the dominant model of public service by the State. From this object of analysis, this dissertation has as main objective to elaborate a brief balance of the implementation of New Public Managment in Brazil, from 1995 to 2017. The research method will be hypothetico-deductive, while the predominant research techniques will be the bibliographical and the documentary.
