Previous issue date: 2011 / This essay aims the analisys of the public policies prepared by Rio Grande do Sul government for the public health area, between 1928 and 1945. That period, the public health field has been through different transformations, both in its administrative structure and its thought, which guided it as well as its adopted practices. Two sanitary reforms performed in 1929 and 1938 had established the guidelines for the sector and proposed some innovations for this governmental action area. New institutions were created, aiming innovative services. Furthermore at that moment, public health had the sanitary education as a guiding principle. Still, despite those transformations, there also have been continuities in the conceptions and sanitary practices which were inherited from the nineteenth century and early twientieth´s. / Esta dissertação tem por objetivo analisar as políticas públicas elaboradas pelo governo do estado do Rio Grande do Sul para a área da saúde pública, entre os anos de 1928 e 1945. Neste período, a saúde pública passou por diferentes transformações, tanto na sua estrutura administrativa, quanto no pensamento que a norteava e nas práticas adotadas. Duas reformas sanitárias - realizadas em 1929 e 1938 - estabeleceram as diretrizes para o setor e propuseram algumas inovações para esta área de atuação governamental. Novas instituições foram criadas, com objetivos e serviços inovadores. Além disso, neste momento, a saúde pública passou a ter a educação sanitária como princípio norteador. Por outro lado, apesar destas transformações, houve também continuidades nas concepções e práticas sanitárias herdadas do século XIX e dos anos iniciais do século XX.
