Previous issue date: 2011-11-28 / This study sought to identify the constitution / organization of the Health Municipal
Councils of the Southwest Region I / Go: Districts from Santa Helena de Goias and
Rio Verde in the period of 2007 to 2010 and to plan the profile of the representation of
the civil society, of health institutional agents and municipal managers of health in the
health Councils of these districts. Both of Districts selected are references in the
Healthy Services in the Southwest Region of Goias. It was identified the forms of
participation of the Municipal Councils, having as a focus its contribution for the design
and implementation of the Politics of the women and environmental health for the
managers of these districts. The information were obtained through interviews and
form application together with Councils, Councils Presidents, Managers of the health
section and analysis of the documents concerning to the meetings of the Councils.
The study showed that the Municipal Councils of Santa Helena de Goias and Rio
Verde showed weakness in its constitution and in the conversation with the municipal
administration principally in relation to the representatives of the users don t have
focused on the physical and administrative structure. The meetings, in general, are
financial agenda - It explains the accounts showed for the managers and no focused
on the inspection and assessment in relation to the implementation and development
of the health program that are implanted or that should be implanted or even for the
discussions about the population s health and environmental / Este estudo buscou identificar a constituição/estruturação dos Conselhos Municipais
de Saúde da Região Sudoeste I/GO: Municípios de Santa Helena de Goiás e de Rio
Verde no período de 2007 a 2010 e traçar o perfil da representação da sociedade
civil, agentes institucionais de saúde e gestores municipais de saúde nos Conselhos
de Saúde desses municípios. Os dois Municípios selecionados são referências nos
Serviços de Saúde da Região Sudoeste I de Goiás. Foram identificadas as formas de
participação dos/as Conselheiros/as Municipais, tendo como foco a sua contribuição
para a elaboração e implementação das Políticas de Saúde da Mulher e Ambientais
pelos gestores desses Municípios. As informações foram obtidas por meio de
entrevistas e aplicação de formulários junto aos/às Conselheiros/as, presidentes dos
Conselhos, Gestores do setor saúde e análise dos documentos referentes às reuniões
dos Conselhos. O estudo demonstrou que os Conselhos Municipais de Santa Helena
de Goiás e Rio Verde apresentaram fragilidade na sua constituição e na interlocução
com as gestões municipais, principalmente em relação aos/às representantes dos/as
usuários/as não tem estrutura física e administrativa. As reuniões, em geral, estão
voltadas para a pauta financeira − prestação de contas apresentadas pelos gestores −
e não focadas na fiscalização e avaliação quanto à implementação e desenvolvimento
dos programas de saúde que estão implantados ou que deveriam ser implantados ou
mesmo para as discussões sobre a saúde da população e saúde ambiental.
