The National Council of Justice influence the judgment of the improper conduct of roceedings in Brazil? The objective of this dissertation is to answer this question that research. For this test the hypothesis that after the creation of the National Council of Justice (CNJ), the misconduct cases were judged more quickly and severely. Methodologically, to meet the goal, we use descriptive statistics to demonstrate features of cases of improper conduct, including: the overall average time of processing of cases is 6 years; Alagoas is the slowest state with na average of 10 years, on the opposite side is Roraima with an average of 4 years. Judicial severity build a two-dimensional display, as follows: (1) size exclusion public administration and (2) financial dimension. In the first dimension, Alagoas is the most severe and Minas Gerais the less severe; in the second dimension, Roraima is the most severe, followed by Minas Gerais, Alagoas and is the least severe. To test the hypothesis we made use of multivariate statistics (t test for independent samples) whose result is: before the creation of CNJ average for handling a case of improper conduct in Brazil was 7.23 years after the creation of the CNJ the average became 3.70 years. As the severity, size exclusion of public administration increased from 0.053 before the CNJ to -0.140 after the CNJ; the financial dimension left before the CNJ 0.022 to -0.042 after the CNJ. The results in both dimensions were statistically significant. So we can say that the initial hypothesis was confirmed for display of speed and rejected the severity indicator. / FAPEAL - Fundação de Amparo à Pesquisa do Estado de Alagoas / O Conselho Nacional de Justiça influencia o julgamento dos processos de improbidade administrativa no Brasil? O objetivo dessa dissertação é responder essa questão de que pesquisa. Para isso testamos a hipótese de que depois da criação do Conselho Nacional de Justiça (CNJ), os processos de improbidade foram julgados com mais celeridade e severidade. Metodologicamente, para cumprir com o objetivo, fizemos o uso de estatística descritiva para demonstrar características dos casos de improbidade administrativa, entre elas: a média geral do tempo de tramitação dos processos é de 6 anos; Alagoas é o estado mais lento com uma média de 10 anos, no lado oposto está Roraima com uma média de 4 anos. Para severidade judicial construímos um indicador bidimensional, sendo: (1) dimensão de exclusão máquina pública e (2) dimensão pecuniária. Na primeira dimensão, Alagoas é o mais severo e Minas Gerais o menos severo; na segunda dimensão, Roraima é o mais severo, seguido de Minas Gerais, e Alagoas é o menos severo. Para testar a hipótese fizemos o uso de estatística multivariada (teste t para amostras independentes) cujo resultado é: antes da criação do CNJ a média para tramitação de um processo de improbidade administrativa no Brasil era de 7,23 anos, após a criação do CNJ a média passou a ser 3,70 anos. Quanto a severidade, dimensão exclusão da máquina pública passou de 0,053 antes do CNJ para -0,140 depois do CNJ; na dimensão pecuniária saiu de 0,022 antes do CNJ para -0,042 depois do CNJ. Os resultados nas duas dimensões foram significativos estatisticamente. Assim, podemos afirmar que a hipótese inicial foi confirmada para o indicador de celeridade e rejeitada no indicador de severidade
