Previous issue date: 2013-08-23 / O tema do presente estudo é o Programa de Reabilitação Profissional da Previdência Social cuja implementação é prevista na Política Nacional de Saúde e Segurança do Trabalho (PNSST). A investigação teve como objetivo geral verificar as condições nas quais o Programa de Reabilitação Profissional considera reabilitado o trabalhador com incapacidade e como essas condições se articulam com as tendências do mercado de trabalho. Fazendo uso de técnicas de pesquisa qualitativa identificou-se a complexidade envolvida no retorno ao mercado de trabalho do trabalhador com restrições laborais. Este retorno não está condicionado apenas ao Programa de Reabilitação Profissional, mas também à conjuntura externa a ele. Internamente ao Programa observaram-se constrangimentos como o modelo de avaliação da incapacidade utilizado pela Instituição e o desconhecimento dos profissionais sobre a dinâmica do mercado de trabalho, o que prejudica a assistência prestada ao trabalhador. No âmbito externo, o modo como se estrutura o trabalho no cenário capitalista atual impõe requisitos ao trabalhador na disputa por vagas no mercado de trabalho, requisitos esses que se impõem como obstáculos para o retorno do trabalhador com incapacidade ao mercado de trabalho. Diante dos resultados obtidos, é possível concluir que o Programa de Reabilitação Profissional precisa enfrentar esses limites para ter resgatada sua missão, no sentido de ser um espaço de construção de novos rumos de trabalho para o trabalhador com incapacidade. / The aim of this study was to evaluate the National Program of Professional Rehabilitation, which is part of the National Program of Health and Safety on the Workplace. The scope of the analysis was to verify what were the program requirements for considering a formerly disabled worker as rehabilitated for working, and how these requirements were articulated with the trends on the labor market. We could identify, using qualitative research tools, a very complex situation regarding the return to work of the worker presenting some physical restrictions; this was due to the fact this return was not only dependent on the actions established on the Program, but it reflects also the external conjuncture. The internal circumstances, related to the program itself were linked to some constraints to the workers, such as the model used for the inability evaluation, the fact the most of the professionals involved on this evaluation were not aware of the labor market dynamics; these were important hurdles affecting the quality of the worker’s assistance. Regarding the external circumstances, since the capitalism imposes a specific organization to the work system, including a lot of health and physical requirements, it is very difficult to the rehabilitated people to come back to the labor market. The National Program of Professional Rehabilitation needs therefore to face these limits and barriers in order to accomplish it mission and to be a real space for the construction of new ways and new solutions for the workers with a disability.
