En el presente documento se elabora el Índice de Progreso Social del distrito de
Ascope, ubicado en la provincia de Ascope, región La Libertad. Su finalidad es conocer el
nivel de progreso alcanzado por el distrito. Esta herramienta permite medir el desarrollo del
distrito desde varias dimensiones esenciales para el bienestar humano, lo que constituye una
primera guía para una mejor toma de decisiones de las autoridades locales y nacionales en
beneficio de los grupos de interés y permite identificar e integrar las necesidades y soluciones
en busca de mejorar la calidad de vida de los ciudadanos.
En el año 2018, el distrito de Ascope alcanzó un nivel bajo de progreso social como
consecuencia de que, en la dimensión de necesidades humanas básicas, logró un nivel medio
alto. Sin embargo, en fundamentos del bienestar presenta un nivel muy bajo, mientras que en
la dimensión de oportunidades la situación es desalentadora, con un nivel extremo bajo. Estos
resultados en su conjunto muestran que la población no cuenta con una vida digna, por
ejemplo, una vivienda adecuada y oportunidades para lograr una educación superior de
calidad. Por otro lado, cabe recalcar que, para alcanzar un desarrollo social integral de una
comunidad, no es suficiente tener acceso a servicios básicos, sino también las condiciones
que faciliten y fundamenten el bienestar y progreso de la comunidad en los ámbitos
económico, social, académico y ecológico.
Finalmente, se genera información para orientar la inversión pública a sectores
urgentes de atender, además de promover e implementar políticas sociales que logren el
bienestar de los pobladores del distrito de Ascope. / In this document the social Progress Index of the Ascope district is elaborated. Ascope
which is located in the Ascope province, region La Libertad. The aim of this work is to know
the progress level reached by the district, this tool measures the development of the district
from different essential dimensions for the human well-being, constituting the first guide for
local and national authorities to make better decisions for the benefit of the target groups, by
identifying and integrating the needs and solutions in the improvement of the citizens’ quality
life.
The Ascope district, in 2018, reached a low level in social progress, as a consequence
of a medium – high level in the basic human needs dimension. Nevertheless, in the wellness
foundations a very low level was reached, whilst in the opportunities dimension the situation
is discouraging with an extremely low level; these results show that the population don’t have
a decent life, for example, having proper housing and opportunities to get quality higher
education. On the other hand, it is important to emphasize that to reach an integral social
development of a community it is not enough for the population in Ascope to have access to
basic services, but also conditions that enable and provide the basis for the wellness and the
community progress in the economic, social, academic and ecological aspects.
Finally, information to direct public investment is generated to help underserved sectors
in Ascope, also, social policies to ensure the welfare of the Ascope district population are
promoted and implemented in this document. / Tesis
