Previous issue date: 2017-09-19 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / A ausência do planejamento e gerenciamento urbano é o fator que mais contribui para
conduzir os municípios a um estágio precário de sua infraestrutura. O gerenciamento da
manutenção dos pavimentos urbanos é importante para uma boa gestão dos serviços públicos
oferecidos por um órgão municipal, sendo um grande desafio a seus gestores. O
desenvolvimento de um sistema interno de gerenciamento incorpora melhor às necessidades
do órgão responsável pelas intervenções na malha viária, além do que, visa gerar economia e
melhoria da qualidade dos serviços prestados. A malha viária urbana é um dos principais
componentes do sistema de infraestrutura municipal, e ainda assim, a preocupação dos
gestores públicos com a sistematização de procedimentos para a gerência desse sistema viário
é pequena. Diante do exposto, esta pesquisa tem o objetivo de propor a implantação de um
Sistema de Gerenciamento de Pavimentos Urbanos a um Departamento de Obras Viárias
público. Como estratégia de pesquisa adotou-se o estudo de caso, pois se realizou uma
pesquisa de campo por meio da aplicação de um questionário estruturado analisando de forma
aprofundada o ambiente foco da pesquisa. Além da etapa de revisão bibliográfica, o estudo
compreendeu a execução de três fases, a primeira referente a apresentação da ideia
(motivação) e o diagnóstico inicial do órgão foco da pesquisa, a segunda fase correspondeu a
etapa de desenvolvimento do software ou seja a elaboração do Sistema de Gestão de
Pavimentos Urbanos – SGPU e a terceira fase correspondeu a implantação e uso do sistema
desenvolvido. Como principais resultados destacam-se: a criação de uma ferramenta
computacional capaz de gerar um inventário da malha viária do município, a geração de
relatórios de apoio para tomada de decisão considerando tipo de pavimento existente, tipo da
última manutenção feita na via, demanda de serviços por bairro da região analisada, a
condição do subleito e seu sistema de drenagem, o tipo de revestimento da via e o seu Índice
de Condição de Pavimento. Tais relatórios proporcionam para a alta gestão o embasamento
necessário para se planejar de maneira correta as ações a curto, médio e longo prazo,
aumentando a eficiência e assertividade no atendimento das demandas. Por fim, se concluiu
que o sistema desenvolvido atendeu ao objetivo geral da pesquisa, gerando de forma
satisfatória o inventário das vias da região analisada agregando informações para tomadas de
decisões gerenciais no órgão, além disso, a esta pesquisa torna-se importante para o meio
acadêmico pelo seu caráter inovador na região analisada, se consolidando como uma das
referencias frente ao tema de gerência de manutenção de pavimentos urbanos em órgãos
públicos. / The absence of urban planning and management is the factor that most contributes to driving
municipalities to a precarious stage of their infrastructure. The management of the
maintenance of the urban pavements is important for a good management of the public
services offered by a municipal body, being a great challenge to its managers. The
development of an internal management system better incorporates the needs of the agency
responsible for interventions in the road network, besides, it aims to generate economy and
improve the quality of the services provided. The urban road network is one of the main
components of the municipal infrastructure system, and yet the concern of public managers
with the systematization of procedures for the management of this road system is small. In
view of the above, this research has the objective of proposing the implementation of an
Urban Pavement Management System to a public Road Works Department. As a research
strategy, the case study was adopted, since a field research was carried out by means of the
application of a structured questionnaire, analyzing in depth the research focus. In addition to
the bibliographic review stage, the study comprised the execution of three phases, the first one
referring to the presentation of the idea (motivation) and the initial diagnosis of the focus of
the research, the second phase corresponded to the software development stage ie the
elaboration Of the Urban Pavement Management System - SGPU and the third phase
corresponded to the implementation and use of the developed system. The main results are:
the creation of a computational tool capable of generating an inventory of the municipal road
network, generating support reports for decision making considering the type of existing
pavement, type of last maintenance done on the road, Services per neighborhood of the
analyzed region, the condition of the subgrade and its drainage system, the type of roadway
covering and its Pavement Condition Index. These reports provide senior management with
the foundation needed to plan the short, medium and long term actions correctly, increasing
efficiency and assertiveness in meeting the demands. Finally, it was concluded that the
developed system met the general objective of the research, generating in a satisfactory way
the inventory of the routes of the analyzed region, aggregating information for management
decision-making in the organ, in addition, this research becomes important for the
environment For its innovative character in the analyzed region, consolidating itself as one of
the references regarding the management of maintenance of urban pavements in public
agencies.
