CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / A AvaliaÃÃo Institucional (AI) à tema recorrente nas discussÃes acerca da EducaÃÃo desde a dÃcada de 1980. Sua importÃncia ancora-se no debate sobre a qualidade da EducaÃÃo Superior (ES). A pesquisa que desenvolvemos trata da AI na Universidade Federal do Cearà (UFC), a partir: 1) da sistematizaÃÃo dos processos histÃricos de AI da UFC; 2) da avaliaÃÃo da atuaÃÃo da ComissÃo PrÃpria de AvaliaÃÃo (CPA) da UFC; 3) do estabelecimento da vinculaÃÃo da AI da UFC com as polÃticas educacionais vigentes no paÃs. O caminho metodolÃgico percorrido fundou-se numa abordagem qualitativa do tipo estudo de caso, composto por estudo teÃrico, contemplado nas modalidades bibliogrÃfica e documental, e por pesquisa de campo. O estudo documental deteve-se, inicialmente, nos programas de AI desenvolvidos para a ES brasileira. A seguir, analisamos os relatÃrios de quatro experiÃncias de AI desenvolvidas na UFC, a partir da dÃcada de 1990, com o intuito de sistematizar os processos apontando permanÃncias e mudanÃas. Por fim, tratamos da CPA da UFC. Para tanto analisamos: o âRoteiro de Auto-AvaliaÃÃo Institucionalâ elaborado pela ComissÃo Nacional de AvaliaÃÃo da EducaÃÃo Superior (CONAES), as atas das reuniÃes das CPAs e o relatÃrio produzido por esta ComissÃo, alÃm de acompanharmos as reuniÃes das CPAs. Como resultados desta investigaÃÃo identificamos que todos os Programas de AI para a ES brasileira utilizaram, em maior ou menor escala, a avaliaÃÃo como forma de controle. Esses Programas tiveram repercussÃo no interior das IES. Assim, no caso da UFC a ligaÃÃo com o Planejamento Institucional à marcante em todos as experiÃncias analisadas, alÃm da Ãnfase em indicadores quantitativos e de uma visÃo produtivista de universidade, centrada nos resultados finais. A AI na UFC hoje, apesar da atuaÃÃo das CPAs, nÃo conseguiu livrar-se das mazelas presentes nas experiÃncias anteriores, devido à forma como a polÃtica de AI do Sistema Nacional de AvaliaÃÃo da EducaÃÃo Superior (SINAES) foi criada. Ã, pois, resultante de um processo mais longo que visa legitimar um modo eficiente de fazer UFC, baseado no pragmatismo produtivista, na eficiÃncia de gestÃo e na verticalizaÃÃo hierarquizada da administraÃÃo. Assim, o que poderia ser aparentemente novo Ã, em realidade, resultado de uma longa cultura institucional e, portanto, sà explicÃvel a partir da compreensÃo de que o processo de avaliaÃÃo à resultado de processos anteriores. A partir do estudo realizado, inferimos que a CPA da UFC cumpre o que manda a lei, em termos burocrÃticos, mas nÃo realiza o essencial que à encaminhar uma avaliaÃÃo que possibilite um amplo conhecimento dos avanÃos e dificuldades da instituiÃÃo. / The institutional evaluation (IE) is an appealing theme which has been present in the discussions concerning Education since the 80. Itâs importance is supported by the debate about the quality of superior education (SE). This research deals with the IE at the Federal University of Cearà (UFC) departing from: 1) the systematization of the IE historical processes at UFC; 2) the evaluation of the Proper Commission of Evaluation (PCE) and 3) the settlement of the IE entailment of UFC with the actual educational policies in the country. The methodological path followed, was based upon a qualitative approach of the case study type, composed by theoretical study bestowed upon the bibliographical and documental modalities as well as by field research. The documental study was held back firstly in the IE programs developed for the Brazilian SE. Afterwards, we analyzed the reports of four IEs developed at UFC, departing from the 1990, aiming at systematizing the processes pointing at continuance and changes. At last we dealt with the UFC PCE. âFor so, we analyzed the Institutional Auto-Evaluation Scheduleâ elaborated by the National Commission of Evaluation of the Superior Education (CONAES), the reports of the UFC PCE meetings and the reports produced by this commission, besides following the PCE meetings. As a result of such investigation we identified that all the IE programs for the Brazilian SE used, in a greater or smaller extent, evaluation as a means of control. Those programs had a great repercussion inside the ISE. Thus, when it comes to UFC, the linking with the institutional planning is outstanding in all the experiences we analyzed, besides giving the emphasis in quantitative indicators and of a productivist vision of University focusing in final results. Nowadays, the IE at UFC, besides the CPA, acting could not get rid of the problems which were present in previous experiences, due to the way IE policy of the National System of Evaluation of the Superior Education (SINAES) was created. It is on this account, a result of a longer process which intends to legitimate an efficient way of making UFC, based on the productivist pragmatism, efficient management, and vertical hierarchy of administration.. Thus, what could be apparently new, is in fact, a result of a long institutional culture and, nevertheless, only explained through the understanding that the evaluation process is a result of previous processes. Departing from the accomplished study, we may conclude that the UFC CPA complies with the law in bureaucratic terms. Nevertheless, it does not accomplish the essential, which is to put upon the right track an evaluation which fosters the broad knowledge of advances and difficulties of the institution.
