Previous issue date: 2017-07-03 / The present study aimed to analyze the importance of the Young Apprentice
Program offered by SEST / SENAT in the city of Pelotas in the year 2015. Among the
focus of the study, we analyzed the social and economic impact on the life of the
graduates of the course and their contribution to the Insertion in the labor market.
The socioeconomic characteristics of these students were examined during the
research, as well as the evaluation of the relevance of the Social Inclusion Policy
promoted by the program and its relation with Social Policies. We investigated how
the absorption of the qualified workforce from the Program in the Pelotas labor
market occurred, including the extent to which the Program contributed to reducing
the vulnerability of the graduates. The theoretical discussion started from the
following categories: State, Public Policies of Education; Youth, the world of work and
professional qualification; And Young Apprentice Program in the city of Pelotas. The
methodological procedures adopted for this study were bibliographic, documentary
and application of questionnaires with open and closed questions. The subjects of
the research were the final students of the groups of the year 2015. The results
obtained through the study from the focus group studied demonstrated that the
Young Apprentice Program is a professional qualification program and seen as a
Social Inclusion Policy to the extent That the Government tries to insert young people
into the labor market after the course ends, contributing to the reduction of social
vulnerability. Finally, the Program is considered to be beneficial for young people, but
it is a palliative solution of social inclusion, since even if there is an opportunity for
qualification and internship, there is no effective apprenticeship, which causes them
to return to the labor market In search of new job opportunities / O presente estudo teve por objetivo analisar a importância do Programa
Jovem Aprendiz ofertado pelo SEST/SENAT, na cidade de Pelotas, no ano de 2015.
Entre o foco do estudo, analisou-se o impacto social e econômico na vida dos
egressos do curso e sua contribuição para a inserção no mercado de trabalho.
Foram examinadas no decorrer da pesquisa as características socioeconômicas
destes alunos, bem como a avaliação da pertinência da Política de inclusão social
promovida pelo programa e sua relação com as Políticas Sociais. Investigou-se de
que forma ocorreu a absorção da mão de obra qualificada egressa do Programa no
mercado de trabalho de Pelotas, compreendendo em que medida o Programa
contribuiu para a redução do estado de vulnerabilidade dos egressos. A discussão
teórica partiu das seguintes categorias: Estado, Políticas Públicas de Educação;
Juventude, mundo do trabalho e qualificação profissional; e Programa Jovem
Aprendiz, na cidade de Pelotas. Os procedimentos metodológicos adotados para
este estudo foram: levantamento bibliográfico, documental e aplicação de
questionários com perguntas abertas e fechadas. Os sujeitos da pesquisa foram os
alunos concluintes das turmas do ano de 2015. Os resultados obtidos através do
estudo demonstraram que o Programa Jovem Aprendiz é um programa de
qualificação profissional e visto como uma Política de inclusão social na medida em
que o Governo tenta inserir jovens no mercado de trabalho após o término do curso,
contribuindo para a redução da vulnerabilidade social. Por fim, o Programa é
considerado proveitoso pelos jovens, porém é uma solução paliativa de inclusão
social, pois mesmo havendo oportunidade de qualificação e estágio, não há a
efetivação de todos os aprendizes, o que faz com que os mesmos retornem ao
mercado de trabalho em busca de novas oportunidades de emprego.
