This study sheds light on and analyzes previous research on the conditions for math teachers to develop their digital competence (DC). This is to be able to work with digital mathematical learning resources. The study is a systematic literature study in which the underlying factors to math teachers' DC development are reported, and which competence-enhancing initiatives can be identified in previous research. The results show how different factors come into play to enable math teachers' DC development. Our most important results are first that there are functioning framework factors such as regulatory documents, a functioning digital structure and IT-support. Another of our most important results is the school management's importance in enabling the math teachers' DC development. Our results also show that the attitude of teachers linked to DC development is another significant factor. Finally, the results have revealed various educational alternatives where collegial learning is often highlighted as a factor for DC development, and that there are many different educational initiatives that math teachers can participate in. In the development of DC, time is a factor that constantly reappears in the results. The math teachers' DC development must be given time but also allowed to take time to develop. The results have been analyzed with Technological Pedagogical and Content Knowledge (TPACK) to illustrate the complexity of integrating digital learning resources into teaching. In summary, it appears in our study that there are many different factors that come into play together if teachers are to be able to satisfy a good DC development. Another factor that has emerged in the study is that the educational efforts are difficult to link to the subject knowledge and pedagogy in the teachers' teaching. Teachers find it difficult to absorb the training efforts and IT-support because they do not meet the right needs and do not maintain the right level.
