<p>The inability of current approaches to the delivery of
building systems to manage change is the root cause of
significant challenges facing the modern construction
industry. These challenges are manifested in the volatile
financial status of construction firms, the difficult
communications environment and costly professional liability
pitfalls facing the industry. Total Life-Cycle Construction
(TLC) is a revised philosophical approach to the information
communication system within the design, delivery and operation
of complex building systems and facilities. TLC employs the
life-cycle principles of Systems Engineering to resolve the
organizational challenges which are placing the construction
