La presente investigación tiene por objetivo medir el Índice de Progreso Social del distrito de
Julcán, mediante la recopilación de información de fuentes primarias y secundarias sobre la
percepción de los pobladores frente a tres pilares: Necesidades Humanas Básicas,
Fundamentos del Bienestar y Oportunidades. Para ello, se empleó la metodología de
investigación no experimental de alcance descriptivo, con enfoque cuantitativo y con un
análisis transversal. Así mismo, para el cálculo del IPS se siguieron los siete pasos planteados
por el modelo del Social Progress Imperative: (a) identificar los conceptos por medir, (b)
identificar y seleccionar los indicadores, y sus fuentes de datos, (c) consolidar la base de
datos de indicadores, (d) definir las utopías y distopías para los indicadores, (e) realizar el
análisis estadístico y de consistencia interna de los indicadores, (f) calcular el índice beta, y
(g) ajustar el Índice de Progreso Social con la herramienta SPSS según el análisis de
sensibilidad, benchmark y el de expertos. El cálculo del IPS se realizó a través de una
encuesta de 58 preguntas en una muestra de 383 hogares distribuidos en zona rural y urbana.
La investigación mostró que el IPS de este distrito obtuvo 46.34 puntos, equivalente a un
nivel “bajo” de progreso social, mientras que la zona urbana y la zona rural registraron 54.65
y 38.22 puntos, correspondientes a los niveles “Bajo” y “Muy bajo”, respectivamente. La
dimensión Oportunidades obtuvo el menor puntaje (44.56), siendo los componentes de menor
rango los de libertad personal y de elección, y Acceso a la educación superior, con puntajes
de 32.60 y 10.29, respectivamente. Las brechas encontradas en el análisis reflejan la escasa
inversión en infraestructura y el acceso a principales servicios básicos, por lo que la zona
rural se encuentra más vulnerable y presenta los indicadores menos favorables del distrito.
Las conclusiones y recomendaciones subyacentes de los resultados obtenidos se presentan en
el capítulo final. / The following research seeks to measure the Social Progress Index of the District of Julcan,
by gathering information about the perception of the inhabitants in front of three pillars:
Basic Human Needs, Fundamentals of Welfare and Opportunities. Based on this information
and the external and internal analysis of the Julcan district, the calculation of the Social
Progress Index is preceded by a non-experimental investigation with a descriptive scope, with
a quantitative approach and a transversal analysis.In addition, for the calculation of the IPS,
the steps proposed by the Social Progress Imperative model were followed, which in
summary consisted of: (a) identifying the concepts to be measured, (b) identifying and
selecting the indicators and their data sources, (c) consolidate the indicator database, (d)
define the utopias and dystopias for the indicators, (e) perform the statistical analysis and
internal consistency of the indicators, (f) calculate the beta index; and (g) adjust the Social
Progress Index according to the sensitivity analysis, benchmark and expert analysis. The
calculation of the IPS of the district of Julcan is elaborated with information of primary
source through a survey of 58 questions in a sample of 383 homes distributed in rural and
urban area. Finally the investigation showed that the IPS of this district obtained 46.34 points,
equivalent to a "low" level of social progress, while the urban zone and the rural zone
registered 54.65 and 38.22 points, corresponding to the "Low" and "Very low" levels. In
regards to the dimension Opportunities, it obtained the lowest score (44.56), with the lowest
ranked components being personal freedom and choice, and access to higher education, with
scores of 32.60 and 10.29, respectively. The gaps found in the analysis reflect the scarce
investment in infrastructure and access to major basic services, making the rural area more
vulnerable and presenting the less favorable indicators of the district. The conclusions and
recommendations underlying the results obtained are presented in the final chapter. / Tesis
