Previous issue date: 2012-06-20 / This dissertation is situated in the field of teaching and learning the Portuguese language, in the area of studies concerning the Linguistic Education. The research investigates how reading is treated in a education program Ler e Escrever education program of state government of São Paulo, deployed by the State Department of Education of São Paulo, in 2008, to intervene in the teaching of reading and writing offered to elementary school student in order to verify if its proposals in the area of reading, in fact, contribute to the formation of proficient reader. Therefor, it took a qualitative approach, combining exploratory descriptive search-with the documentary, whose primary sources are in the works made public by SEESP. Sought, in this survey, answer the following question: read practices implemented by professor of Elementary cycle I of the State network of São Paulo, under the guidance of the program to read and write, in fact, contribute to the formation of a proficient reader? The study also proposes not only to verify to what extent the theoretical assumptions of the program Read and Write subsidise the work of teaching, but also compare the reading practices used by teachers in elementary school I cycle with those suggested by the program. The proposed theoretical foundations for the development of research lie in an interface between the areas of Psicogênese of written language and Textual Linguistics, favouring the dynamic relationships between theory and practice. The knowledge inherent in the field of history of Brazilian education made it possible to contextualize the origin of the program to read and write and avoid distortions in distorted analyses / Esta dissertação situa-se no campo do ensino-aprendizagem da Língua Portuguesa, na área de estudos referente à Educação Linguística. A pesquisa investiga como a leitura é tratada no Programa Ler e Escrever programa de educação do Governo do Estado de São Paulo, implantado pela SEESP (Secretaria de Estado da Educação de São Paulo), em 2008, para intervir no ensino da leitura e da escrita oferecido aos alunos do Ensino Fundamental - ciclo I da rede estadual , com o intuito de verificar se suas propostas, na área de leitura, de fato, contribuem para a formação do leitor proficiente. Para tanto, adotou-se uma abordagem qualitativa, combinando a pesquisa exploratório-descritiva com a documental, cujas principais fontes acham-se nas obras tornadas públicas pela SEESP. Buscou-se, nesta pesquisa, responder à seguinte questão: as práticas de leitura implementadas pelo professor do ciclo I do Ensino Fundamental da rede estadual de São Paulo, sob as orientações do Programa Ler e Escrever contribuem, de fato, para a formação de um leitor proficiente? O estudo também se propõe não só a verificar em que medida os pressupostos teóricos do Programa Ler e Escrever subsidiam o trabalho do docente, como também comparar as práticas de leitura utilizadas pelos professores do ciclo I do Ensino Fundamental com as sugeridas pelo Programa. Os fundamentos teóricos propostos para o desenvolvimento da investigação situam-se numa interface entre as áreas da Psicogênese da Língua Escrita e da Linguística Textual, privilegiando as relações dinâmicas entre teoria e prática. Os conhecimentos inerentes ao campo da História da Educação Brasileira possibilitaram contextualizar a origem do Programa Ler e Escrever e evitar análises distorcidas
