Previous issue date: 2008-03 / Ao mesmo tempo, busca oferecer explicações críticas às interpretações codificadas sobre as causas da pobreza no capitalismo, sua reprodução e a sua existência atual. Ao destacar o caso brasileiro e, mais especificamente, a situação de Brasília, demonstra como esse fenômeno teve origem e desenvolvimento nas cidades e enfatiza a necessidade de se incluir a pobreza urbana na agenda pública como um fenômeno que exige combate imediato e consistente, bem como políticas eficientes do ponto de vista social. Além disso, apresenta a realidade da população de rua de Brasília, ressaltando as dificuldades inerentes à vida nas ruas e as estratégias criadas para contorná-las. Visando uma melhor compreensão dessa realidade, procura estabelecer uma comparação com populações equivalentes de outras cidades brasileiras, demonstrando que na Capital Federal esse grupo social possui características únicas e específicas. Concomitantemente, são analisadas as instituições que atuam diretamente com o segmento populacional estudado, tais como, albergues, casas de passagem, abrigos infantis e centros de desenvolvimento social, além de órgãos governamentais executores dos programas, benefícios e serviços voltados para o enfrentamento da pobreza urbana na Capital. _______________________________________________________________________________ ABSTRACT / This dissertation has, as the object of interest, the relation between the State and the street population of Brasília, focusing on the social policies oriented to this social segment that were built and implemented in the last mandate of the Govrnor Joaquim Domingos Roriz in the Federal District (2003‐2007). Thus, this present work aims to give fundaments to the study of this object from a macro‐sociological approach of the conceptualization of poverty, distinguishing it from correlate concepts such as social exclusion and inequity. In addition, it aims to provide critical explanations to the codified interpretations about the causes of poverty in the capitalism, its reproduction and its present existence. In highlighting the Brazilian case and, more specifically, the situation in Brasilia, it shows how this phenomenon was originated and developed in the cities and emphasizes the need to include the urban poverty i the public agenda as a phenomenon that requires an immediate and consistent combat, and also efficient policies from the social point of view.Furthermore, it presents the reality of the street population of Brasília, highlighting the inherent difficulties of living in the streets and the strategies built to deal with them. Aiming to better understand this reality, it establishes a comparison with equivalent populations of other Brazilian cities, demonstrating that, in the Federal Capital, this social group has unique and specific characteristics. At the same time, it analyzes institutions that work directly with this segment of people studied, such as shelters, passage houses, children’s hostels and social development centers, besides other government organs responsible to implement and execute programs, benefits and services oriented to fight against the urban poverty in Brasília.
