2012_MonicaDanieleMacielFerreira.pdf: 1177569 bytes, checksum: 8746e0c3a3e8c04941c515077de89d03 (MD5) / O objetivo deste trabalho é dar destaque às contradições que perpassam as relações tecidas entre o Estado e as entidades privadas sem fins lucrativos para a execução da política de assistência social, com ênfase no discurso de profissionais da esfera privada do Distrito Federal. Para isso, o referencial metodológico está centrado na vertente histórico-estrutural marxista e na metodologia da hermenêutica da profundidade, as quais combinadas fundamentam a compreensão dos fatores objetivos e dos aspectos simbólicos e ideológicos que determinam a configuração do compartilhamento da
política de assistência social entre a esfera pública e a privada. Passando pelo enquadramento histórico-conceitual do termo ideologia e do desenvolvimento da política de assistência social no Brasil, especialmente a partir da década de 90, este trabalho visa expor as influências do projeto neoliberal de contrarreforma do Estado brasileiro na constituição da assistência social, a qual é implementada sob um padrão
restrito, privatista e filantropizado. Neste sentido, levando em conta as teorias do Estado e o processo de constituição dos modelos de proteção social no mundo ocidental, percebe-se que as relações entre Estado e sociedade civil sofreram significativa alteração principalmente a partir dos anos 90, resultando na desresponsabilização estatal
no que tange à garantia de políticas sociais, e especialmente, à garantia da oferta pública de serviços de assistência social. Desta forma, o trabalho ressalta que as parcerias do
Estado com as entidades privadas no âmbito da política de assistência social foram realizadas com o objetivo ideológico de ocultar o processo de destituição dos direitos e das políticas sociais, por meio da mobilização dos sentidos a favor da perda da
referência público-estatal, instituindo, assim, uma nova modalidade de proteção social assentada na lógica privada. Além disso, o trabalho realiza uma análise de discurso a partir de entrevistas com profissionais de entidades privadas filantrópicas de assistência social do DF, mostrando também que há a presença de um discurso contra-hegemônico no âmbito de atuação destas entidades, isto é, discursos que remetem à sociedade civil como um espaço de lutas pela hegemonia. ______________________________________________________________________________ ABSTRACT / The objective of this work is to give prominence to contradictions in the relationship between State and non-profit institutions to the execution of the social assistance policy, with emphasis in the professionals of the deprived sphere of Distrito Federal speech. The methodological framework is based in the Marxist historical-structural slope and in
the methodology of the Depth Hermeneutics, which base the understanding of the objective factors and the symbolic and ideological aspects which determines the
configuration of the sharing of the social assistance policy between the public and private sphere. Passing through the historical and conceptual framing of the term ideology and through the development of the social assistance policy in Brazil,
especially starting from the decade of 90, this work will expose the influences of the neoliberal project of the Counter-reformation in Brazilian State to the constitution for the social assistance policy, which is implemented by a restricted, private and philanthropic pattern. In this respect, considering the theories of the State and the
process of constitution the models of social protection in the western world, it can be noticed that the relationships between State and civil society suffered significant alteration mainly starting from the nineties, resulting in the loss of the state responsibility face to the guarantee of social policies, and especially, the public offer guarantee of social assistance services. In this way, the work emphasizes that the
partnerships of the State with the private institutions in the context of the social assistance policy has been made with the ideological objective of hiding the process of deprivation of the rights and of the social policies, through the mobilization of the senses in favor to the loss of the public-state reference, instituting, this way, a new
modality of social protection based in the private logic. Besides, the work makes a Discourse Analysis of the interviews with professionals of social assistance philanthropic private institutions of DF, also showing that there is a counter-hegemonic discourse in the context of performance of these institutions, that means, speeches and
discourses which show civil society as a space of fights for the hegemony.
