Phase Shift Approximation to Reaction Matrix Elements in an Oscillator Representation

<p> This thesis presents a derivation of a method to obtain two-body, diagonal and non-diagonal, reaction matrix elements for central and tensor forces respectively directly from nucleon-nucleon scattering phase shifts.
