Previous issue date: 2016-12-20 / O rural brasileiro ? marcado pelo conflito direto entre os latifundi?rios e os trabalhadores (camponeses), compondo a base de sua forma??o socioespacial. Esta rela??o conflituosa acirrou-se com o desencadeamento da expropria??o dos trabalhadores rurais, a partir da d?cada de 1960, e a intensifica??o da sa?da da popula??o para as cidades. O foco de investimento por parte do Estado foi ?s cidades e o campo, por outro lado, ficou com as estruturas intocadas, pautada no latif?ndio e na monocultura. Os conflitos agr?rios chamaram a aten??o para o problema da terra e da vida na terra, pressionando o Governo a desenvolver Pol?ticas P?blicas que atendessem aos agricultores familiares, e dessem protagonismo as organiza??es sociais. Foi nesse contexto que foi criado o Programa de Desenvolvimento Sustent?vel dos Territ?rios Rurais (PRONAT), no ano de 2003. Esta pesquisa tem por objetivo analisar o Programa de Desenvolvimento Sustent?vel dos Territ?rios Rurais, enquanto pol?tica do Estado, da formula??o ? execu??o, tomando como refer?ncia a concep??o de desenvolvimento que estrutura o Programa, o car?ter territorial do desenvolvimento e sua aplica??o nas pol?ticas p?blicas, enfocando empiricamente o Territ?rio Rural do Trair?/RN. Parte-se da premissa que a falta de institucionaliza??o do PRONAT e das inst?ncias de governan?as territoriais inviabilizam a participa??o efetiva dos poderes p?blicos, com poder de decis?o, e dos agentes do mercado. Neste sentido a pol?tica de desenvolvimento rural tem se estabelecido como uma pol?tica setorizada para o rural, mantendo a antiga estrutura de execu??o das pol?ticas de desenvolvimento. O trabalho se constituiu a partir da experi?ncia do autor como assessor territorial do Territ?rio Rural do Trair?/RN. Foi feito uma an?lise sobre a composi??o dos participantes dos territ?rios, dos eventos realizados e dos investimentos do PROINF. ? necess?rio a legitima??o das inst?ncias territoriais como um espa?o com poder decis?rio, composto pela sociedade civil, o Estado e o agente do mercado. Para assim, efetivar um desenvolvimento com base territorial. / The Brazilian rural is marked by direct conflict between the landowners and the workers (peasants), forming the basis of their socio-spatial formation. This conflictive relationship was fueled by the unleashing of the expropriation of rural workers from the 1960s onwards and the intensification of the outflow of population to the cities. The focus of investment by the state was on the cities and the countryside, on the other hand, remained with the structures untouched, based on the latifundio and monoculture. The agrarian conflicts drew attention to the problem of land and life on the land, pressing the Government to develop Public Policies that would serve the family farmers, and give prominence to social organizations. It was in this context that the Program for the Sustainable Development of Rural Territories (PRONAT) was created in 2003. The objective of this research is to analyze the Program of Sustainable Development of Rural Territories, as a State policy, from formulation to execution, taking as a Reference the development concept that structures the Program, the territorial character of development and its application in public policies, empirically focusing on the Rural Territory of Trair? / RN. It is based on the premise that the lack of institutionalization of PRONAT and territorial governance bodies makes it impossible to effectively participate in the decision-making public authorities and market agents. In this sense, the rural development policy has been established as a sectorized policy for the rural, maintaining the old structure for implementing development policies. The work was based on the experience of the author as territorial adviser of the Rural Territory of Trair? / RN. An analysis was made on the composition of the participants of the territories, the events held and the investments of PROINF. It is necessary to legitimize the territorial authorities as a space with decision-making power, composed of civil society, the State and the market agent. In order to do this, we must carry out a territorially based development.
