Memoria para optar al Título Profesional de Ingeniero en Recursos Naturales Renovables / El Plan de Desarrollo Comunal (PLADECO), constituye el instrumento rector del desarrollo dentro de una comuna. Su principal falencia en términos generales, es la falta de participación ciudadana, generándose que las decisiones no recojan el sentir de la comunidad. En este sentido, la participación se ha definido como un mecanismo que contribuye a fortalecer la ciudadanía y dar mayor legitimidad y eficiencia a las políticas públicas.
La participación activa de la población, permite incrementar la eficacia en el accionar del gobierno local, propendiendo siempre a la satisfacción de determinadas necesidades de la comunidad y fomentando la generación de iniciativas propias, centradas en las potencialidades que ésta posea.
Se analizan los distintos mecanismos e instrumentos de participación ciudadana que existen a nivel local, así como también el marco regulador que norma la participación ciudadana a través de estos instrumentos, con la finalidad de establecer qué aspectos contribuyen a lograr una participación efectiva de la ciudadanía en la elaboración del PLADECO.
El análisis permitió evidenciar que es necesario incluir la participación ciudadana en todas las etapas de elaboración del PLADECO, esta participación ciudadana debe ser vinculante, mediante la institucionalización de los mecanismos de participación, de manera sistemática y continua. Promoviendo el debate comunal, con reglas de acción claras y conocidas por todos los actores. Conjuntamente con un trabajo interinstitucional coordinado que permita reforzar el vínculo entre la ciudadanía y la institucionalidad.
Finalmente, se concluye que vincular a la ciudadanía en los procesos de toma de decisiones que se relacionan con la planificación local, potencia los instrumentos de planificación como el PLADECO, toda vez que implica la generación e implementación de instancias de participación e involucramiento de actores locales.
En este sentido, se propone que se deben considerar los mecanismos de convocatoria, las metodologías de trabajo y la planificación de los procesos de participación que se pretendan instaurar en la comuna, es decir, lograr institucionalizar los mecanismos de participación ciudadana. / The Communal Development Plan (PLADECO), is the guiding instrument for development within a commune. Its main flaw is the lack of community participation, generating decisions the not reflected the feelings of the community. In this sense, participation has been defined as a mechanism that contributes to strengthening citizenship and to give greater legitimacy and efficiency for public policies.
The active participation of the population, allows to increase the efficiency in the actions of the local government, always tending to the satisfaction of certain needs of the community and promoting the generation of own initiatives focused on the potential that it holds.
The different mechanisms and instruments of community participation are analyzed that exist at the local level, as well as also the regulatory framework that standard community participation through these instruments, in order to establish which aspects contribute to effective participation of the community in the development of the PLADECO.
The analysis allowed us to demonstrate that it is necessary to include community participation in all stages of development of the PLADECO, this participation should be binding, through the institutionalization of participatory mechanisms, systematic and continuous manner. Promoting the community debate, with rules of action transparents and to known for all social actors. Together with a coordinated inter-agency work that allows strengthening the link between citizens and the institutions.
Finally, it is concluded that to bind to the citizenship in the processes of decision-making that relate to local planning, strengthens instruments of planning as the PLADECO, since that involves the generation and implementation of instances of participation and involvement of local actors.
In this sense, it is proposed that they should be considered the mechanisms of convening, the work methodologies and planning participatory processes that are seeking to establish in the municipality, i.e, achieve institutionalize mechanisms for community participation.
