Previous issue date: 2014 / O estudo discute a formação da agenda da política pública Pessoa com Deficiência. Com o lançamento do Plano Viver sem Limites, o Brasil adotou novas diretrizes políticas para a atenção para essa população por meio de ações, no âmbito da federação, de educação, inclusão social, saúde e acessibilidade. Na dissertação, são analisadas e discutidas as agendas internacionais - a Convenção de Direitos das Pessoas com Deficiência e Relatório Mundial Sobre a Deficiência.O trabalho problematiza a relação entre a formação da agenda de Saúde no território nacional com as diretrizes pactuadas no plano internacional uma vez que as agências multilaterais demandam dos países signatários respostas e o cumprimento de metas.O trabalho também descreve o Plano Nacional dos Direitos da Pessoa com Deficiência Viver sem Limites (PVSL) com um recorte especial e aprofundado no setor da saúde- Rede de Cuidados à Pessoa com Deficiência (RCPD), nas três esferas de atenção em saúde: Atenção Primária, Média Complexidade e Atenção Hospitalar.São apresentadas duas avaliações transversais, com dados secundários das respostas subnacionais às metas 2010-2011 do Pacto pela Vida, que estabelece indicador sobre a provisão de serviços de média complexidade na área de Reabilitação Visual e uma análise da provisão de Leitos Hospitalares de Reabilitação. A dissertação conclui que no setor saúde brasileiro, apesar do respaldo do vasto arcabouço legal, as iniciativas até então implantadas em todos os níveis de atenção são fracas e incipientes diante da dimensão do problema no território nacional, reproduzindo a carência na provisão de serviços observada internacionalmente. / The study discusses the formation of the agenda of public policy Health care for People with Disabilities. With the launching of the Plan Living without Limits, Brazil has adopted new political guidelines of social protection through nationwide programs of education, social inclusion, health and accessibility.In the dissertation, are analyzed and discussed international agendas the Convention on the Rights of Persons with Disabilities and the World Report on Disability.The work addresses the problem of the relationship between the formation of the Health agenda in the national territory with the guidelines concerted in the international level, since the multilateral agencies require the signatory countries answers and the accomplishment of its goals.The study also describes the National Action Plan on the Rights of Persons with Disabilities Living Without Limits ( PVSL ) with a special depth and cutout in the health- Network of Care for People with Disabilities ( RCPD ) sector , the three levels of health care : Primary Care, Medium Complexity and Hospital Care .Two quantitative analyses are presented with secondary data of sub-national responses to the goals of the 2010-2011 Pact for Life, establishing indicator on the provision of services in the Medium Complexity of Visual Rehabilitation area and an analysis of the provision of Hospital Beds Rehabilitation. The dissertation concludes that the Brazilian health sector, despite the vast legal framework support the initiatives previously implemented in all levels of care are weak and incipient given the size of the problem in the country, reproducing the lack in the provision of services internationally observed.
